SCCR discusses Draft Compilation on Limitations and Exceptions for Libraries and Archives

The 23rd session of the Standing Committee on Copyright and Related Rights continued at WIPO over the weekend. Discussion on Saturday concerned a proposed WIPO Draft Treaty for the Protection of Broadcasting Organisations. On Monday two new documents were introduced: a ‘Working Document on an International Instrument on Limitations for Persons with Print Disabilities’ and a ‘Draft Compilation on Limitations and Exceptions for Libraries and Archives’.

WIPO SCCR begins push to finalise nature of instrument for the visually impaired

Following three days dedicated to a discussion of limitations and exceptions for library and archives at WIPO in Geneva, the SCCR moved on to the pressing topic of a legal instrument to increase access to reading material for the visually impaired.

Ambassadors discuss instrument for people with reading disabilities

On the initiative of Egypt, Mexico and the United States, the Ambassadors to WIPO met with the World Blind Union (WBU) and the International Publishers Association (IPA). The meeting provided the two major stakeholders the opportunity to have an open conversation about the issues important to them on the proposed international instrument for limitations and exceptions for people who are blind or have a print disability.

WIPO: Great progress at library and archive days

Three additional working days of WIPO’s Standing Committee on Copyright and Related Rights (SCCR) ended yesterday in Geneva with great progress made regarding copyright limitations and exceptions for libraries and archives. Delegates from WIPO’s Member States discussed the issues facing for libraries and archives. During the discussions ten work ‘clusters’ had been identified by member states.

Reception at WIPO: IFLA thanks for great interest in libraries

On Tuesday evening, IFLA held a reception for the WIPO delegates. Among the guests were also representatives from the library world, including international library experts, the Director of the Swiss National Library and colleagues from many of the UN libraries in Geneva. The event was a great success for IFLA. The reception enabled the library delegation to thank all guests for their interest in libraries and their needs.

A delegation from the world’s leading library and archive organisations held a meeting with WIPO Director General Francis Gurry on Tuesday afternoon. The delegation discussed the copyright issues facing libraries and archives with the WIPO DG.

New documents put on the table at WIPO’s copyright meeting

A busy second day for the library delegation at the meeting of WIPO’s Copyright Committee: The United States introduced a paper on guiding principles of limitations and exceptions, while Brazil, Ecuador and Uruguay put forward specific language on articles relating to reproduction and distribution of copies.
