International Leaders Programme project descriptions: Copyright Exceptions and Limitations at WIPO
Description: IFLA is advocating for copyright reform at the World Intellectual Property Organisation (WIPO). IFLA is working with WIPO Member States to gain support for a binding international instrument on copyright limitations and exceptions to enable libraries to preserve their collections, support education and research, and lend materials. This work involves attending meetings of the WIPO Standing Committee on Copyright and Related Rights (SCCR) in Geneva, Switzerland, preparing documentation and policies in support of our position, making presentations and advocating in person at both national and international levels.

Role of Participant:
- Advocate for IFLA’s position on copyright reform in an international context, and in their own country and region.
- Work closely with the CLM Committee’s Exceptions Working Group to undertake various activities in support of IFLA’s position.
- Be a full and active member of this group through online communications and in-person activities where appropriate.
- Provide support as needed and, where appropriate, take the lead on issues identified by the Exceptions WG.
Expected Commitment of Participant:
- Attendance at IFLA WLIC 2012, 2013, 2014
- Active participation in the CLM Exceptions Working Group. This will involve regular communication (online and by phone), discussion and work assignments (research and policy development) to develop policy
- Production of documentation and materials in support of IFLA’s position.
- Attendance at relevant WIPO meetings in Geneva and elsewhere, and active participation in associated presentations and advocacy
- Advocate for IFLA’s position with copyright officials at a national level, and work with the national library association to develop and advocate for copyright policies favourable to libraries.
Expected Project Outcomes:
Participant
- The participate will work with and learn from senior experts in library copyright issues in pursuit of IFLA’s objectives
- The participant will develop an understanding of international copyright frameworks and the role that libraries can play within them to advance the public interest.
- The participant will gain experience in producing supporting materials that can be used for advocacy at national and international levels.
- The participant will gain experience of presenting in high-level international forums such as WIPO, and advocating to government officials in support of agreed policy positions.
IFLA
- IFLA will gain added capacity and expertise in support of its work at WIPO, and an advocate for its positions at a national level.
- IFLA will benefit by being able to draw upon the increased expertise of the participant in future advocacy situations relating to copyright and access to knowledge.
