International Leaders Programme project descriptions: Impact Evaluation
Description: Impact evaluation is a research method that attempts to measure the difference an intervention or programme makes. IFLA, and many development agencies and funders, use impact evaluation frameworks and tools such as impact stories to measure and communicate project outcomes. The ability to measure and communicate project outcomes contributes to transparency, efficiency, evidence and sustainability of activities. This project would assist IFLA Headquarters to implement impact evaluation in a range of projects including training and development work, and international campaigns, as well as assist with building the capacity of the profession to undertake impact evaluations.
International platform: IFLA WLIC, IGF, WSIS, UNESCO, International Aid Transparency Initiative (IATI), 3ie
Ownership: HQ
Role of participant:
- To be assigned a sub-topic in addition to the overall project: e.g. BSLA, TLIB
- To attend selected meetings and events
- Business meetings at IFLA WLICs
- Impact and data transparency-related conferences
- To assist in the compilation of impact evidence and reports as directed
- To report back on the work under this topic to the broader leadership group
- Produce a research paper for publication/conference paper at the completion of the project on impact evaluation
Expected commitment of participant:
- Attendance at IFLA 2012, 2013, 2014
- Ability to attend up to one additional international meeting per year
- Report back on work under these topics to local library community, e.g. national library association
- Attend impact training sessions
- Train others in the leadership programme and regionally to undertake impact evaluations using IFLA training materials
Expected project outcomes:
Participant
- Develop a deep knowledge of impact evaluation and its application in libraries and international development. Develop an understanding of related programme assessment methods, development transparency, and open data.
- Contribute to impact evaluation reports on international projects
- Conduct impact interviews, focus groups, and other evidence gathering activities
- Be able to deliver Library Statistics for Advocacy [impact] module in-country/in region
- Be able to promote the role and importance of measuring programme outcomes to the profession, support the regional offices in this work
IFLA
- Enhanced quality of impact reports
- Increased understanding of the role of impact evaluation within the profession
- Research on the role of impact evaluation
- Produce reports on additional topics in collaboration with all other project groups: e.g. Models for Regional Collaboration for Strengthening Advocacy and the Profession
