Committee on Copyright and other Legal Matters (CLM)

Introduction

IFLA's interests and concerns in the area of copyright are managed by the Committee on Copyright and other Legal Matters (CLM). The committee consists of elected members who represent their own country or wider region, together with a small number of expert resource persons who have particular knowledge valuable to CLM. CLM represents the voice of the international library community in copyright concerns.

While copyright and intellectual property remain the key area of interest for CLM, the Committee is also concerned with other legal matters such as economic and trade barriers to the provision of effective library services. CLM keeps a watching brief on the activities of the World Trade Organisation, especially GATS, and has represented IFLA at key WTO meetings. CLM works closely with other regional library organisations with shared interests, such as EBLIDA, to ensure that the concerns of libraries are voiced.

CLM is also concerned with other legal issues, for example, licensing and the relationship between copyright law and contract law, disputed claims of ownership of library material and its repatriation, and the difficult technical area of anti-circumvention technology.

The Committee on Copyright and other Legal Matters has produced several documents and position papers to support libraries in understanding copyright and other areas. CLM holds its business meetings during the annual IFLA Conference, and Committee members work throughout the year to raise awareness and improve understanding of copyright and other legal issues in their own communities.
