I think I am lucky to have many opportunities to be informed of IFLA's ideals and objectives by attending many events and conferences and through exchanges ideas and knowledge with colleagues from all over the world.

I am determined to pour all possible efforts into finding ways to be of assistance to IFLA in carrying out a variety of projects in pursuit of lofty goals, if I am elected.

Working for the Governing Board of IFLA will be an excellent opportunity to contribute my professional experience and expertise to the development of the Federation. Over the last 30 years, I have enthusiastically been participating in the accomplishment of the Korean national mission of building a knowledge-based information society for the 21st century. I also have been engaged in an array of activities designed to help the nation become a truly cultured and advanced one where freedom and democracy are guaranteed through libraries.

I believe that these experience and activities that will contribute to IFLA's establishment of policy guidelines which can help libraries in developing countries enhance their level in close cooperation with their counterparts in more advanced countries.

It is my sincerest wish to see librarians the world over maintain jointly cooperative relations with IFLA playing the role of the ultimate coordinator.

If I serve as a member of the Governing Board in IFLA, my priority will focus on encouraging more people from developing countries including Asian countries to participate in the various activities of IFLA. I believe that more active participation makes IFLA truly representative of the interests of libraries and can provide information from all parts of the world.

As you may know, the 2006 World Library and Information Congress and the 72nd IFLA General Conference will be held in Seoul, Korea. Since last December 2004, I have been working as the Executive Chairman of National Organising Committee. As the Executive Chairman, I am studying ways of having the library representatives of many more developing countries, including North Korea, attend 2006 Seoul WLIC and will do my best to make 2006 Seoul WLIC the most successful event attended by the largest number of representatives in IFLA's history. I sincerely ask each and every one of you to cast your precious vote for me in election of IFLA Governing Board so that my vision like that can be realized.

Finally, I wish you and your family's happiness and health. Thank you.
