Medium Term Programme 1998-2001ScopeThe mission of ALP is to further the library profession, library institutions and library and information services in the developing countries of Africa, Asia and Oceania and Latin America and the Caribbean. Within the special ALP areas the MTP goals are to assist in continuing education and training; to support the development of library associations; to promote the establishment and development of library and information services to the general public, including the promotion of literacy; and to introduce new technology into library services. ALP also has a function as catalyst within IFLA for the organization's activities in Third World countries.The scope of ALP is wide. Therefore, cooperation with relevant IFLA professional bodies, as well as with regional and international organizations, is essential to carry out the programme. ALP achieves its mission through a carefully planned programme of different activities in close cooperation between the International Focal Point of ALP and IFLA's Regional Offices, IFLA's Regional Division and its three Sections, as well as with other partners. This cooperation includes actions such as fund-raising, scholarships and attachment programmes, conferences, seminars and workshops, pilot projects, publications and databases. 1.2 "Tools for Library Development", ALP's 6th model workshop, for the South Cone countries in Latin America in 1999. (In cooperation with IFLA’s RSC for LAC) 1.3 Follow-up of the workshop "Tools for Library Development" in Martinique, in the form of support to one of the projects which were elaborated at the workshop in 1999. (In cooperation with IFLA’s RSC for LAC) 1.4 Attachments in Asia and Oceania, 1998-1999. (In cooperation with IFLA’s RSC for Asia & Oceania). 1.5 Support to the attachment programme in Africa "Bart Nwafor Staff Development Programme", 1998-1999. (In cooperation with IFLA’s RSC for Africa)
Goal 2 Actions:
2.2 A workshop to train library association leaders in Micronesia in library advocacy and policy development in 1998. (In cooperation with IFLA’s RSC for Asia & Oceania and the RT for the MLA) 2.3 A seminar on networking for national library associations and libraries in West Africa in 1998. (In cooperation with IFLA’s RSC for Africa and the RT for the MLA) 2.4 Support to the bilingual Journal "African Librarianship and Information Science/Bibliotheconomie et sciences de l’information en Afrique", 1998-1999. (In cooperation with IFLA’s RSC for Africa)
Goal 3 Actions:
3.2 Thai-Lao Hmong project on books for young people. Will start in 1997 and continue into 1998. 3.3 Union Catalogue of Mongolian ancient materials in China 1996-1998. Will start in 1997 and continue into 1999. 3.4 Estudio de factibilidad para el rescate documental sobre/de grupos ethnicos centroamericanos/Feasibility study of the rescue of documents about/by ethnic groups in Central America. Will start in 1997 and continue into 1999. 3.5 A seminar in Brazil on the UNESCO Public Library Manifesto in 1998. (In cooperation with IFLA’s RSC for LAC and the SPL) 3.6 Training of libraries in the integration of the use of library materials in the curriculum to be carried out in each of the six sub-regions in Africa. First training Dec. 1998 for East Africa. (In cooperation with IFLA’s RSC for Africa) 3.7 Continued participation in IFLA’s Working Group on Literacy 3.8 Arabization of selected IFLA publications.
Goal 4 Actions:
4.2 Scholarships in information, bibliography and information technology in Latin America and the Caribbean, 1998-1999. (In cooperation with IFLA’s RSC for LAC)
Goal 5 Actions:
5.2 Support to a seminar in bibliographic control for the ASEAN countries, in Malaysia, March 1998. (In cooperation with the UBCIM core programme) 5.3 Support to the work of JICPA (Joint IFLA/ICA Committee on Preservation in Africa), 1998-1999. (In cooperation with the PAC core programme and ICA) 5.4 Continue to improve the ALP information on IFLANET, 1998-1999. (In cooperation with the UDT core programme) 5.5 A project to collect hard and soft data about the library situation in the sub-regions where ALP has conducted its model project proposal writing workshops, now called "Tools for Library Development", 1998-1999 5.6 Publish and distribute the ALP Project reports series, to disseminate information about the projects, 1998-1999. 5.7 Maintain the databases on funders and projects and inform about their contents, 1998-1999
