1998 Annual ReportBackgroundThe mission of the Advancement of Librarianship Programme (ALP) is to further the library profession, library institutions and library and information services in the developing countries of Africa, Asia and Oceania, and Latin America and the Caribbean.Within the special ALP areas the Medium-Term Programme (MTP) goals are to assist in continuing education and training; to support the development of library associations; to promote the establishment and development of library and information services to the general public, including the promotion of literacy; and to promote the introduction of new technology into library services. ALP also has a function as catalyst within IFLA for the organization's activities in Third World countries. The scope of ALP is wide. Cooperation with relevant IFLA professional bodies as well as with regional and international organizations is therefore essential to the implementation of the programme. ALP achieves its goals through a carefully planned programme of different activities in close cooperation with IFLA's Regional Offices, IFLA's Regional Division and its three sections, as well as other partners. This cooperation includes actions such as fund-raising, scholarhips and attachment programmes, conferences, seminars and workshops, pilot projects, publications and databases. Staff and FinanceThe International Focal Point (IFP) for ALP at Uppsala University Library is funded by IFLA and by about 25 Nordic library associations and institutions, as well as by Uppsala University. Danida pays for one half-time position and since 1996 has paid for translations and publications. Sida funds are also used for the secretariat. The cost for the IFP in 1998 was SEK 1,190,000 which included staff, travel, material and equipment. To this should be added contributions in kind from Uppsala University Library (office space, mail and communications).The ALP IFP was staffed by the same three people as in previous years, Birgitta Bergdahl, Core Programme Director, Birgitta Sandell, Prograrnme Officer (half-time) and Gunilla Natvig, Administrative Officer (80%). The University Librarian, Ulf Goranson, devotes considerable time and effort to support the programme. Professional ActivitiesThe professional activities continued in full during the year. The total amount of money which ALP paid for projects and other programme activities was around SEK 2 100 000. (Since 1992, when the programme became fully operational, around SEK 10 400 000 has been spent on programme activities.) The funders in 1998 were: Sida, Danida, Finnida, the Finnish Library Association, NORAD, three Swedish library associations and the Swedish Institute. In addition, those responsible for projects in the regions contributed their own resources but also raised considerable funds from external sources.ALP Meetings and SeminarsThe 6th Microcomputer workshop, for the Portuguese speaking countries in Africa, took place in Praia, Cape Verde, January 26-31. The workshop was attended by 17 participants of whom seven came from Angola, Guinea-Bissau, Mozambique and Sao Thomé. The main objectives were to analyse the situation of scientific and technical information in the lusophone countries of Africa; to raise the awareness of those in charge of libraries to the introduction and use of new technology; and to initiate cooperative relationships between these libraries The workshop was funded by Sida. Birgitta Sandell attended the meeting and her costs were paid for by the Swedish Institute. A report from the workshop, written by Joaquim Morais, was published in IFLA Journal 24 (1998) 5/6.Danida (the Danish Ministry of Foreign Affairs) has granted more than 220 000 USD towards JICPA (Joint IFLA/ICA Committee on Preservation in Africa) for the period 1997-1999. During 1998 the following meetings and workshops took place. JICPA meeting of expertsA meeting of experts from library and archive shools in Africa was organized and held 23-25 March 1998. The objective of the meeting was to develop a curriculum on preservation and conservation to be used in library and archival schools in Africa. Nine African library, archival or informations schools from Kenya, Senegal, Ghana, Tunisia, Botswana, Morocco, South Africa, Uganda and Nigeria were represented. A model curriculum was produced and is available in English, French, Portuguese and Arabic versions from the ALP. An article about the meeting was published in IFLA Journal 24 (1998) 4.The JICPA Workshop on Preservation Training for Anglophone Africa was held in Durban, South Africa, 19-25 April. There were 15 participants from 11 countries. Peter Coates, Chair of the South African National Committee of JICPA, organized the workshop. The instructors were Dale Peters, University of Natal, Mary Minicka, Library of Parliament, Cape Town, Johan Maree, University of Cape Town and Alexio Motsi, South African Library, Cape Town. A report from the workshop was published in IFLA Journal 24 (1998) 4. The JICPA Workshop on Preservation Training for Arab-speaking Africa took place in Kairouan, Tunisia, 18-28 May. The laboratory of Kairouan is oriented towards papyrus, ink andbookbinding research and the workshop was practically oriented. There were nine participants from Mauritania, Morocco, Algeria, Tunisia, Libya, Egypt, Sudan and Djibouti. The workshop was organized by Mr Moncef Fakhfakh, Director of the National Archives of Tunisia and member of the JICPA Committee. JICPA meetingJICPA met for the third time in Tunis, Tunisia, May 24-27. The members represent the four ICA (International Council on Archives) chapters in Africa, and the five sub-regions of IFLA's Regional Section for Africa. The Chairman is the Chief Librarian of Benin University Library in Togo, Mr F.K. Afanou, and the Secretary General is the Director of the National Archives of Kenya, Mr M. Musembi. With money from Danida, ALP has been able to supply the JICPA members with e-mail equipment and to pay for the secretariat in Nairobi as well as for this meeting. A report by Birgitta Bergdahl was published in IFLA Journal 24 (1998) 5/6.IFLA UBCIM Regional Seminar on Bibliographic Control, Kuala Lumpur, Malaysia, 9-12 March. A regional seminar on bibliographic control was organized and hosted by the National Library of Malaysia. With money from Sida ALP sponsored nine delegates from Brunei, Cambodia, Indonesia, Laos, Myanmar, the Philippines, Singapore, Thailand and Vietnam. ALP was represented by Birgitta Bergdahl. Marie-France Plassard's report from the seminar was published in IFLA Journal 24 (1998) 5/6. The Expert Meeting for Schools of Library and Information Sciences in Africa regarding training for Rural Community Information services was held in Dakar, Senegal, 5-8 May 1998. This was a follow-up of the Seminar on Information Provision to Rural Communities in Africa held in Botswana in 1994. The meeting was funded by Danida. A report prepared by Kingo Mchombu and Antoinette F. Corréa was published in IFLA Journal 24 (1998) 5/6. A Regional Meeting on the UNESCO Public Library Manifesto took place in Salvador, Brazil, 24-27 March. Countries represented were: Argentina, Brazil, Chile, Colombia, Costa Rica, Mexico, Peru, Venezuela, Martinique, Netherlands Antilles and Trinidad & Tobago. The seminar was financed by Sida. Birgitta Bergdahl attended the seminar and her report was published in IFLA Journal 24 (1998) 4. International Seminar on Bibliographic Control, Mexico, 21-23 September. This seminar was organized by CUIB of the National Autonomous University of Mexico (UNAM) in co-operation with the IFLA UBCIM programme. With money from Sida ALP financed the participation of ten specialists in bibliographic control from Latin America and the Caribbean. Both Spanish and English versions of the report have been received. Meeting of ALP Advisory CommitteeThe ALP Advisory Committee consisting of the chairs and secretaries of the three regional sections and of IFLA's regional office managers met at Uppsala University Library, 21-26 November to plan the activities for the period 2000-2001, and to meet with ALP Nordic Support Group. The greater part of this meeting was funded by the Swedish Institute.IFLA's General Conference in AmsterdamAll IFLA ALP staff members participated in the Amsterdam conference, where there was an opportunity to plan future cooperation together with IFLA's Executive Board and representatives of several other IFLA bodies. ALP also had a Poster Session.With money from Finnida ALP fincanced the participation of Carlos Alemán Campo, Nicaragua and Antoinette Fall Corréa, Senegal at the Conference. They gave a panel presentation at the workshop "Reading & library services to cultural minorities". IFLA Regional Standing Committee MeetingsThe ALP IFP cooperates closely with IFLA's Regional Offices and Standing Committees in the planning, development and execution of projects and activities.The annual meetings of the Regional Standing Committees in their own regions are instrumental for the development of ALP. During recent years these meetings have been organized in conjunction with workshops or seminars to allow for the sharing of travel expenses and other costs. Since 1995, IFLA has financed a substantial part of the meetings. Birgitta Bergdahl participated in the meeting of the Section for Asia and Oceania in Bangkok, Thailand, 4-6 March, in the Latin American and the Caribbean Section meeting in Salvador, Brazil, 21-23 March, and in the Africa Section meeting in Tunis, Tunisia, 28-29 May. Birgitta Bergdahl, Gunilla Natvig and Birgitta Sandell took part in the Regional Standing Committee meetings in Amsterdam. Scholarships and AttachmentsScholarships in Information Technology to the Asian Institute of Technology (AIT), Bangkok, ThailandTwo scholarships were awarded for the three-months training course in Modern Information Technology in 1998 at the AIT. The recipients were Ms Thanapun Kulachan, Thailand and M. Saikia, India.Scholarships in information technology to INSDOC, New Delhi, IndiaTwo scholarships were awarded to Anisur Rahman, Bangladesh and Subir Kumar Paul, Bangladesh.The scholarships to AIT are funded by Sida and to INSDOC by Finnida. In Service Training, Attachments, for Middle or Senior StaffFour persons were selected for attachments in 1998 at institutions in the region: Muhammad Saeed, Pakistan, Md Golam Mostafa, Bangladesh, Mrs Ping Liu, China and Shamprasad M. Pujar, India. Host institutions were: Malaysia National Library, Mahidol University Library, Thailand and the Hong Kong Polytechnic University. This project is funded by three Swedish library associations and by the Finnish Library Association with additional money from FINNIDA.The candidates for both prograrnmes were selected by the Advisory and Appraisal Committee of the Regional Standing Committee for Asia and Oceania and the decisions were approved by the ALP Core Programme Director. The Newsletter for Asia and Oceania publishes the reports from the awardees annually, and also presents the host organizations. Both the AIT and INSDOC report annually to ALP. The Bart Nwafor Staff Development Programme in Africa started in 1997 with funding from NORAD. The Regional Office for Africa is responsible for the programme and ALP IFP holds and disburses the funds and gives a statement of accounts to NORAD. Selected for 1998 were: Nicholas Abola, Uganda; Thomas Adigun, Swaziland; Mr C.O. Ola, Nigeria; P.O. Ugoji, Nigeria; and Ms Eva Mutongole, Uganda. Host institutions were: the National Archives of Nigeria; the University of Botswana Library; the Southern African & Documentation Centre in Zimbabwe (SARDC); and the International Institute of Tropical Agriculture, Nigeria. Other ongoing projectsAfricaALP participated in cooperation with the IFLA Africa Regional Section and IFLA's Regional Office for Africa at the Zimbabwe International Book Fair, August 4-7, in Harare. Stan Made, Chair of the IFLA Regional Standing Committee for Africa, was responsible for the stand and the exhibition. The stand was paid for by money from Sida. An article was published in IFLA Journal 24(1998)5/6.Asia and OceaniaNetworking of provincial and district libraries with mobile services extending to the rural areas in Vietnam. A training seminar with 40 participants took place in May. The project was funded by Danida.Thai-Lao-Hmong project on books for young people. Five folk-tales have been translated into Hmong in the form of children's picture-books, with an edition of 3,000 copies of each title. A book presentation and workshop on reading animation took place in Chianmai in September. The project was financed by Sida. A Union Catalogue of Mongolian ancient materials in China was started in December 1997, with funding from Sida. Latin America and the CaribbeanStudy of the feasibility of improving access to document collections about ethnic groups in Central America. Financed by Sida and UNESCO.Minor Field Studies (MFS)Sida has a cooperation prograrnme with Swedish universities, Minor Field Studies (MFS), and the ALP secretariat is administering this programme within the library field. The programme aims at giving Swedish students the opportunity to carry out a two months study in a developing country. In 1998 two students carried out a study in Windhoek, Namibia and one student a study in the Cape Town, South Africa. Two MFS-reports were published: Quality and Service - Expectations and Experiences at the ICSM Library, Mozambique and Working for the whole population? - a Minor Field Study of literacy and libraries in Windhoek, Namibia.Publications and Other Dissemination AcitivitiesALP Project Report Series (ISSN 1023-8212)The following issue was published in 1998:
