Action for development through Libraries Programme (ALP)

Mission

Libraries constitute the basis to give all citizens free access to information. Thereby everyone is given the opportunity to participate in the democratic processes of the society and improve their lives. By furthering library and information services in Africa, Asia and Oceania, and Latin America and the Caribbean, ALP aims at supporting main human development issues: literacy, lifelong learning, bridging the digital divide and sustainable development.

ALP is mission oriented and not subject oriented like other core programmes. Therefore, co-operation with relevant IFLA professional bodies as well as with regional and international organizations is essential to carry out the programme.

ALP achieves its mission through a carefully planned programme of different activities in close co-operation between the International Focal Point of ALP and IFLA's Regional Offices, IFLA's Regional Division and its three sections, and other partners. This co-operation includes fundraising, scholarships and attachment programmes, conferences, seminars and workshops, publications and databases.

Goals

1. To assist in human resources development

Actions

1.1 Support the bilingual Journal "African Librarianship and Information Science/Bibliothéconomie et sciences de l'information en Afrique", in cooperation with IFLA's RSC for Africa

1.2 Provide funding for in-service training for librarians in Asia and Oceania in cooperation with IFLA's RSC for Asia & Oceania

1.3 Sponsor travels to a Workshop on PAC in the Caribbean, in cooperation with IFLA's RSC for Latin America and the Caribbean and the PAC Core Programme

1.4 Set up a workshop to identify library needs in French speaking Africa and to formulate project proposals, in co-operation with IFLA's RSC for Africa

1.5 Develop a curriculum on Information management in Vietnam, in co-operation with IFLA's RSC for Asia & Oceania

1.6 Award and administer a Speakers' grant for younger professionals to present a paper at the IFLA General Conferences

1.7 Administer travel grants

1.8 Support a workshop on the establishment of a network of Library and Information Sciences Schools in the Eastern Central and Southern Africa Region, in cooperation with IFLA's RSC for Africa

1.9 Support the production of an interactive teaching unit on CD for cataloguing, in cooperation with IFLA's RSC for Latin America and the Caribbean.

1.10 Setting up and managing a small school library: A Pacific regional training workshop, in cooperation with IFLA's RSC for Asia & Oceania

2. To support the development of library associations and their work in influencing the development of civil society

Actions

2.1 Support a Seminar on management of library associations, in cooperation with IFLA's RSC for Latin America and the Caribbean

2.2 Sponsor the Regional workshop on the revitalisation of the East African Library Association (EALA), in cooperation with IFLA's RSC for Africa

2.3 Support the development of library associations in Indochina, in cooperation with IFLA's RSC for Asia and Oceania

2.4 Support the strenghtening of the professional library associations in Central America, in cooperation with IFLA's RSC for Latin America and the Caribbean

2.5 Support a seminar in Nepal on empowering library associations for effective management, in cooperation with IFLA's RSC for Asia and Oceania

2.6 Enhancement of ICT curriculum content and its teaching in the LIS schools of Eastern Africa, in cooperation with IFLA's RSC for Africa

3. To promote libraries and functional literacy, reading and lifelong learning in cooperation with the learning society

Actions

3.1 Extend reading habits by supporting book-lending points at local fairs and markets in Latin America, in cooperation with IFLA's RSC for Latin America and the Caribbean

3.2 Organise a seminar on reading for marginal groups, in cooperation with IFLA's RSC for Latin America and the Caribbean

3.3 Support a workshop on information literacy and life long learning, in cooperation with IFLA's RSC for Africa

3.4 Building Learning Communities through libraries, in cooperation with IFLA's RSC for Asia & Oceania

3.5 Project on Books for children and young people, in cooperation with IFLA's RSC for Africa

4. To promote new technology and the development of electronic resources and assist in formatting their local content.

Actions

4.1 Award librarians scholarships to attend training programmes in information literacy in Asia and Oceania, in cooperation with IFLA's RSC for Asia & Oceania

4.2 Support the training of librarians in Southern Africa in managing digital and virtual libraries, in cooperation with IFLA's RSC for Africa.

4.3 Provide funding for an International Symposium on the research and utilization of local chronicles in order to promote the digitization of local chronicles and resource sharing, in cooperation with IFLA's RSC for Asia and Oc

eania 4.4 Workshop on the preservation of African heritage, in cooperation with IFLA's RSC for Africa

5. To support dissemination of information and publishing activities to the community, with special attention to indigenous communities

Actions

5.1 Finance a workshop on "Reading for survival: An experience in bibliotherapy in the aftermath of a natural disaster", in cooperation with IFLA's RSC for Latin America and the Caribbean

5.2 Support a pilot projet - a network of rural Quechua libraries in order to give access to information in the Quechua language, in cooperation with IFLA's RSC for Latin America and the Caribbean

5.3 Support a training programme for library personnel attending to indigenous communities through library services in Latin America, in cooperation with IFLA's RSC for Latin America and the Caribbean

5.4 Publish reports in the ALP Project report series
