Mission
Libraries constitute the basis to give all citizens free access to information. Thereby everyone is given the opportunity to participate in the democratic processes of the society and improve their lives. By furthering library and information services in Africa, Asia and Oceania, and Latin America and the Caribbean, ALP aims at supporting main human development issues: literacy, lifelong learning, bridging the digital divide and sustainable development.
ALP is mission oriented and not subject oriented like other core programmes. Therefore, co-operation with relevant IFLA professional bodies as well as with regional and international organizations is essential to carry out the programme.
ALP achieves its mission through a carefully planned programme of different activities in close co-operation between the International Focal Point of ALP and IFLA's Regional Offices, IFLA's Regional Division and its three sections, and other partners. This co-operation includes fundraising, scholarships and attachment programmes, conferences, seminars and workshops, publications and databases.
Goals
1. To provide opportunities for education and development of LIS staff

Actions
1.1 Provide funding for in-service training for librarians in Asia and Oceania, in cooperation with IFLA's RSC for Asia & Oceania
1.2 Provide funding for a study on Distance Education in library and Information Science in Asia and Oceania, in cooperation with IFLA's RSC for Asia & Oceania
1.3 Support a training workshop on preservation of photographs, in cooperation with IFLA's RSC for Africa
1.4 Provide funding for in-service training for librarians in Latin America and the Caribbean, in cooperation with IFLA's RSC for Latin America and the Caribbean
1.5 Provide funding for three workshops on the Logical Framework Approach as a tool for project planning and implementation, in cooperation with IFLA's RSCs for Africa, Asia & Oceania and Latin America and the Caribbean
1.6 Support an Amazon meeting on Unesco Manifestos on Public and School Libraries
1.7 Support a workshop to review curriculum in library schools in Africa, in cooperation with IFLA's RSC for Asia & Oceania
1.8 Award and administer a Speakers' grant for younger professionals to present a paper at the IFLA General Conferences
1.9 Administer travel grants
2. To facilitate the establishment of new library associations and the implementation of IFLA Guidelines on the management of library associations

Actions
2.1 Support a Seminar on management of library associations, in cooperation with IFLA's RSC for Latin America and the Caribbean
2.2 Support a Seminar on management of library associations in French speaking Africa, in cooperation with IFLA's RSC for Africa
2.3 Provide funding for a workshop on making library and information associations functional: some practical experiences form the Eastern, Central and Southern African countries, in cooperation with IFLA's RSC for Africa
2.4 Support a workshop to train library association leaders in Micronesia in library advocacy and policy development, in cooperation with IFLA´s RSC for Asia & Oceania
3. To promote the function of libraries: information literacy and lifelong learning, and to combat functional illiteracy

3.1 Support an Educational kit for Para-professionals to promote reading, in cooperation with IFLA's RSC for Latin America and the Caribbean
3.2 Support a workshop on information literacy and lifelong learning, in cooperation with IFLA's RSC for Africa
3.3 Support a reading survey in Latin America and the Caribbean, in cooperation with IFLA's RSC for Latin America and the Caribbean
3.4 Support a workshop on the preparation of information literacy modules for primary schools in Malaysia and Southeast Asia, in cooperation with IFLA's RSC for Asia & Oceania
3.5 Provide funding for a workshop on Modelling Information Literacy: Developing a contextually-based programme for a less developed country, in cooperation with IFLA's RSC for Asia & Oceania
3.6 Provide funding for a workshop on Education for Information Literacy: Developing and implementing a Contextually-Based Training Programme, in cooperation with IFLA's RSC for Asia & Oceania
4. To promote the use of ICT and the creation of local electronic resources

Actions
4.1 Award librarians scholarships to attend training programmes in information literacy in Asia and Oceania, in cooperation with IFLA's RSC for Asia & Oceania
4.2 Support the training of librarians in Southern Africa in managing digital and virtual libraries, in cooperation with IFLA's RSC for Africa
4.3 Support a workshop on Information Technology in North Africa, in cooperation with IFLA's RSC for Africa
5. To increase publishing activities and the dissemination of information to the communities, with special attention to marginalized groups

Actions
5.1 Support the training of young adults to gather and organize information about their community, in cooperation with IFLA's RSC for Latin America and the Caribbean
5.2 Support a pilot project - a network of rural libraries in Peru in order to give access to information in the Quechua language, in cooperation with IFLA's RSC for Latin America and the Caribbean
5.3 Support a workshop on creation of HIV/AIDS information resource centres in Southern and Eastern Africa, in cooperation with IFLA's RSC for Africa
5.4 Publish reports in the ALP Project report series
5.5 Support the publication of SCECSAL Conference materials
