Administrative Matters

Sarah Keates has returned from maternity leave and now has a little boy, Reuben and has taken up the work on EC electronic copyright projects once again. David Bradbury has taken up a new post within the British Library and felt that he was unable to devote enough time to being Programme Director. As a result Graham Cornish has taken over as Programme Director.

Interlending News

Work on The Guide to Centres of International Document Delivery is in its final stages and will be published by the end of December 1996. It will cost 20 and will be available from the Office.

Projects

Projects continue to be funded by outside organisations and we are constantly looking for other organisations with which to work. Suggestions would be welcome!!

Library Twinning

The IFLA Twinning Database is now up and running. The aim behind the project is to establish a focal point to which all libraries can turn when seeking partners for a twinning arrangement. The database holds information relating to each library's specific areas of interest such as staff exchanges, exchange of material, training and specific expertise, as well as basic information relating to the library and country itself. Libraries seeking a twinning partner are invited to contact the Office to express their interest. We will then send you a questionnaire which asks you about the type of library you are seeking as a twin. On receipt of your completed questionnaire, we will aim to match you with a library which suits your requirements. The role of the Office is limited to identifying matching libraries, and goes no further than providing initial contact details to each twin. The establishment of the partnership and the continuing survival of the relationship depends on the commitment of the partners, so libraries should be sure of their reasons for wanting to twin before committing themselves.

The IFLA Voucher Scheme

We recently announced the 100th participating library in the Voucher Scheme, which continues to go from strength to strength. The 100th participant was also the first library from Latin America to make a purchase of Vouchers, so we are delighted to report that the Scheme really does include libraries from all over the world.

World Directory of Union Catalogues

The Union Catalogue project has now begun in earnest, with questionnaires being sent all around the world to gather information about the world's national union catalogues. This is a joint project with the IFLA Section on Serial Publications, Section on Bibliography, Section on Document Delivery and Interlending and the ISBN and ISSN International Centres.

The questionnaires are now waiting for a gap to appear in our busy timetable of work, so that they can be analysed and the information prepared for publication on IFLANET, and in hard copy.

If you are responsible for maintaining a national union catalogue and have not yet completed one of our questionnaires, it is still not too late. Please get in touch for a copy.

MURIEL

The MURIEL (Multimedia Education System for Librarians Introducing Remote Interactive Processing of Electronic Documents) Project was frozen from the end of January until October 1996 so there is little progress to report. However, 2 new partners have joined the project and it will be relaunched at a meeting in Stuttgart in November 1996. Margaret Barwick gave a paper about MURIEL at the Ed-Media conference in Boston, USA in June and this was published in the proceedings of the conference.

COPEARMS

The first COPEARMS Special Interest Group (SIG) Meeting was held last April in London, the second in Barcelona in September. Both meetings attracted a lot of interest from many different sectors of the information industry which led to some lively debate. The proceedings are available from the IFLA Office.

During 1997 there will be two more Special Interest Group meetings in Europe and an international Electronic Copyright Management System (ECMS) conference to be held in London in November 1997. Anyone who would like more information about the SIGs or conference should contact Judy Watkins.

IMPRIMATUR

The COPEARMS Project is working closely with the IMPRIMATUR (Intellectual Multimedia Property Rights Model and Terminology for Universal Reference) project which is also co-financed by the European Commission. The IFLA Office for UAP is part of the COPEARMS /IMPRIMATUR Joint Liaison Committee, and is also involved in the IMPRIMATUR project as The British Library Copyright Office.

Copyright in Transmitted Electronic Documents (CITED)

Although this Project is now over, interest in it lives on. The work done in the CITED Project has formed the basis for other projects including COPICAT and COPYSMART, both of which involve the British Library Copyright Office.

COPICAT (Copyright in Computer Assisted Training) is coming to an end, but a demonstrator has been developed which has been tested at University College Dublin. Computer Science students have been encouraged to break the security mechanisms to ensure that the final product is as secure as possible.

The COPYSMART project has developed a demonstrator which will be tested in various locations including the British Library. The demonstrator is intended to manage intellectual property rights in a stand alone environment

Conferences and Meetings

UAP received considerable publicity as a result of the Programme Director's participation in CRIMEA '96. He presented a paper on the future of document delivery, made a presentation on the problems of copyright in an electronic environment and another on the role of the UAP programme in library development.

UAP Workshops

No further news has been received about the workshop in Latin America.

IFLA Conferences

The Programme had major exposure during the IFLA Conference in Beijing. This began with the pre-conference seminar on Copyright held in Tianjin, the papers of which will eventually be published. The Programme Director also gave papers at the session on Charging for Interlending and Document Supply (these papers will also be published) and another on copyright and electronic technology.

The usual presentation at the Open Forum was supplemented by an on-going Poster Session displaying information about the many projects the Programme has at present.

The UAP Programme and Office for Interlending, together with The Central Technological Library at the University of Ljubljana, are organising an international conference. The conference is called The Role of Libraries in Economic Development and will be held in Ljubljana, Slovenia 21-23 April 1997.

The objective of the conference is to examine the role of libraries in economic development, to bring together experts from different countries to offer guidance and to promote the exchange of experiences. The conference proce edings will be published by the IFLA Office for UAP next summer. For further information about the conference or the proceedings please contact this Office Plans for the 5th. Interlending & Document Supply International Conference are well advanced. It will be held in Århus (Denmark) immediately before the main IFLA General Conference in Copenhagen. Conference in South Africa in 1999 has already been issued and warmly welcomed.

Publishers Liaison Committee

The Publishers Liaison Committee met on Sunday 25th. August 1996 during the 62nd. IFLA General Conference. Discussions were long and detailed but the following plan of work was agreed:

  1. Follow up the suggestion of a joint consultation with the International Publishers Copyright Council
  2. Follow up the suggestion of a joint conference with publishers in South East Asia
  3. Explore the possibilities of a workshop on licensing
  4. Explore the possibility of a session on electronic identifiers
  5. Arrange discussions with Project IMPRIMATUR on a conference of fair use/fair dealing
  6. Identify other groups with which the committee should start discussions
  7. Monitor the IFLA statement on electronic copyright to ensure it is still valid as the situation changes
  8. Monitor the situation regarding licensing agreements
  9. Consider ways to fund studies of book supply in area with serious difficulty.

Representation

The Office produces monthly newsletters for the 'Opportunities in Europe Group'(OiEG), a group of library and information professionals seeking to participate in the development of library and information services throughout Europe. The Office will continue to play an active role in OiEG as Graham Cornish and Judy Watkins were both re-elected as Secretary and Treasurer respectively.

The Office is still a member of the Information for Development Co-ordinating Committee (IDCC), and will be hosting a meeting of the group in November.

Representation still continues on various copyright committees, particularly in the UK, and a careful watch is kept on legal trends which may limit availability and access.

The ECUP (European Copyright Users Platform) which is being sponsored by the European Commission through EBLIDA (European Bureau for Library, Information and Documentation Associations) has produced a model agreement to allow libraries to make and store digital versions of material in their collections. Further discussion is planned.

The Office has also continued to publish semi-annual reviews and bibliographies in Interlending and Document Supply. It has also continued to compile the Miscellany section of the journal.

Staff have also contributed a number of articles to professional journals in many countries on UAP, copyright law, electronic management systems, payment mechanisms and document delivery generally. A chapter on National Libraries is being written for Librarianship & Information Work Worldwide.
