News from the UAP OfficePresident electThe Programme director, Graham Cornish, has been elected President of the [UK] Library Association for the Year 2000. This is a great honour and Graham hopes to use this opportunity to raise awareness of IFLA in the UK and elsewhere. New Research Officer in the UAP OfficeRichard Ebdon I have worked for the British library for 10 years mainly in the storage and retrieval areas at Boston Spa, although my last 4 years have been spent looking after the public's needs in the DSC Reading Room. I moved to the IFLA offices for UAP and International Lending as their new Research Officer in July this year. My duties are varied and include writing the Miscellany Section of the journal Interlending and Document Supply and overseeing the UAP programme's publishing programme. The year ahead is to be a busy one working towards the IFLA conference in Bangkok in August 1999 when several of the projects I am working on will need to be finished and reported on. These include updating and publicising the Union Directory Catalogue and identifying major collections to be included a register of digitised documents. The UAP office is busy and vibrant with a great team spirit and an enjoyable place to work. Projects UpdateThe IMPRIMATUR Project, co-funded by the European Commission, aims to build consensus and widen the debate over issues relating to intellectual property rights management. As part of this process, we have been holding a series of Special Interest Group (SIG) meetings and discussion workshops which have attempted to bring librarians, publishers, rights holders and their representatives together to debate the issues. A very successful SIG Meeting was held during the IFLA General Conference in Amsterdam, and the final one of the series was recently held in Dresden, Germany. The IMPRIMATUR Website plays a key role in disseminating the results of these and all the meetings which have been held during the course of the project, and presents an enormous range of material relating to these often thorny issues. The Project comes to an end this year, but the website continues to be active. Check it out at http://www.imprimatur.alcs.co.uk The COPEARMS Project has ended successfully after three years. The aim of the Project was to promote the concept of interoperable ERMS (Electronic Rights Management Systems) and offer advice of the design and implementation of ERMS. Part of the contribution of the IFLA UAP Office was to design and maintain a web site at http://www.ifla.org/VI/2/p5/index.htm. IFLA Voucher SchemeThere are now more than 250 participating libraries on the Voucher Scheme list, and the Scheme continues to achieve its aim of providing an easy and cost-effective way to make international ILL payments.
We are about to make our first refund payment for redeemed Vouchers using OCLC's IFM (ILL Fee Management) system. The Library of Congress is unable to accept a cheque payment for redeemed Vouchers, so we have reached an agreement whereby their refund payment is credited to their OCLC IFM account. This suits the Library of Congress as they do not have to handle a cheque from us, and it suits us because it enables Library of Congress to participate in the IFLA Voucher Scheme and thereby improves options for international ILL transactions. This option is available to any library redeeming IFLA Vouchers which has an OCLC IFM account, and similar arrangements can be made for paying refunds into your BLDSC deposit account. In a further attempt to develop an electronic Voucher Scheme, we are planning to run a pilot trial in which email voucher serial numbers will be circulated as payment among participating libraries. The details of the trial have still to be worked out, but Sara Gould would be interested in hearing from any libraries wishing to take part. World Directory of Union CataloguesThe IFLA World Directory of National Union Catalogues is now available on IFLANET, at http://www.ifla.org/VI/2/duc/index.htm The Directory aims to provide a complete listing of all 'live' national union catalogues, regardless of subject or date range. There are clickable links to all catalogues which have Internet access, and full contact and access details for all the entries. The Directory should prove to be an invaluable tool for library staff seeking holdings information for items published anywhere in the world. This is very much a first edition. We now need your help in checking all the entries for accuracy and completeness. Please take a look at the Directory, and let us know if the information for your country is incomplete or incorrect. If you are responsible for maintaining a national union catalogue (especially for specific subject areas), which is not listed in the Directory, please get in touch. Partners are still urgently needed for public libraries in several countries in Africa. New ProjectsRegister of Digitised DocumentsIn partnership with IFLA PAC (Preservation and Conservation), we have begun a new project to compile a Register of Digitised Documents. Funded by UNESCO, the project aims to identify major collections of digitised material throughout the world, and to make them accessible via a dedicated website. We will aim to identify collections published originally in a traditional format, and which have been converted into a digital version. Questionnaires were recently distributed in order to gather details of existing digital collections: if you have received one of these questionnaires, please return it to us as soon as possible. The project also has links with UNESCO's Memory of the World, for which it will aim to identify some of the most important cultural documents and collections. Email ILL requestsFollowing the success of the IFLA fax guidelines, produced in 1994, we are now planning to produce some Email guidelines in the same vein. In an effort to overcome barriers to effective ILL procedures, the email guidelines will aim to standardise the layout of email ILL requests. If you currently follow some guidelines for making and sending requests by Email, even if the guidelines only apply to your own library or consortium, we would be happy to receive a copy of them. The IFLA fax guidelines are available for consultation at ILL Response CodesMany different libraries around the world use some sort of reply code when handling ILL request forms, for example when giving reasons for non-supply, or in providing alternative holdings locations. These can be in different languages or can vary from one library to another, which may make them difficult to understand, especially in the context of international ILL. A small IFLA UAP project will survey the various response codes used around the world, and will attempt to produce some guidelines for their use. We are keen to look at examples of the reply codes which are in use, so if you use a set of reply codes when handling ILL requests we would be pleased to receive a copy. Please send them, in paper or electronic format, to Richard Ebdon. Comments on the aims of this project would also be gratefully received. A full report and recommendations are expected to be presented at the 1999 IFLA General Conference. Conference ReportsSEDODEL / UAP Workshop at Amsterdam16 August 1998As part of the IFLA Conference the IFLA UAP Programme and the SEDODEL (Secure Document Delivery for Blind and Partially Sighted People) Project held a workshop to discuss barriers to access for blind and partially sighted people. The aim of the Workshop was twofold. It was hoped that delegates would be able to share there experiences and at the same time raise awareness of what can and should be done to allow equally of access for visually impaired people. The workshop included a presentation about the work of the TESTLAB project by Maarten Verboom, and presentations about the UAP concept and SEDODEL by Judy Watkins. These prompted some lively debate and some interesting topics were raised. Although digitised information can be used relatively easily by visually impaired people there is still the problems associated with providing the necessary equipment and more importantly the training and technical support needed to be able to use the equipment. It was also felt that librarians were not doing enough to help visually impaired readers because there is a general feeling that they belong in special libraries and it is not the job of a public library to provide for them. Problems with copyright legislation in some countries were also mentioned. A report of the workshop has been produced and is available free of charge from the UAP Office. Further information about the SEDODEL Project can be viewed at the Website - The role of libraries in promoting community economic development, Victoria, 16-17 June 1998 UAP co-sponsored a conference on the Role of Libraries in Community Economic Development with ASM Consultants which was held in Victoria, British Columbia, in June. The conference, which developed themes discussed during the Ljubljana conference in 1997, was attended by librarians, information workers, local government administrators and politicians from North America and Europe and included a speaker from Zimbabwe. It is hoped to continue this theme with other conferences in the future. Share the Vision Conference, London, 22-23 September 1998The Programme helped to organise a two-day conference in London on public library services to visually-impaired people in the UK. This was a joint venture with the Share the Vision programme. The whole question of services to VIPs was discussed and the Minister responsible for libraries in the UK attended and spoke. The major objective of raising awareness amongst administrators of the needs of VIPs was achieved with flying colours. Forthcoming EventsRepository Libraries, Kuopia, Finland, May 1999The Programme is planning an international conference on Repository Libraries, jointly with the Finnish National Repository Library, to mark their 10th. anniversary. Further details can be found on the UAP Website. 6th Interlending and Document Supply International Conference, 25-29 October 1999Pretoria, South Africa RepresentationCommittee on Copyright and Other Legal Matters (CLM)The Programme provides the Secretariat for this new IFLA Committee which met in Amsterdam for the first time. It has been divided into small groups to look at specific issues such as copyright, importation barriers, the Multilateral Agreement on Investment, the Blue Shield initiative, mergers in the publishing industry and licensing. As much of this work will overlap with the Publishers Liaison Committee, for which UAP also provides the Chair and secretary, this latter area of IFLA relationships is itself an area for careful study and a Task Force has been established on which the Programme Director serves. PublicationsIn connection with the launch of the Directory of Union Catalogues, a successful Workshop on Union Catalogues was held during the IFLA General Conference in Amsterdam in August. Papers covered both traditional union catalogues and new developments in areas such as virtual union catalogues. The papers have not been formally published but are available as Session 160 of the Conference Proceedings on IFLANET at http://www.ifla.org/IV/ifla64/64cp.htm#7, or as paper copies or by email from the Office.
