COPEARMS Project Summary

Electronic information has many important advantages over paper based material. These include reduction in required storage area, and speedy document delivery across vast distances. By manipulating the information electronic formats can help users overcome barriers caused by physical disability. It is no wonder that so many projects and organisations are looking at ways to capitalise on this vast potential. However when copyright material is involved, a system has to be in place to ensure the material is protected and that rights owners receive appropriate recompense for legitimate use of their material. For many, the solution is implementation of an electronic rights management system (ERMS).

COPEARMS (Co-ordinating Project for Electronic Authors' Rights Management Systems) is co-financed by the European Commission (EC) under the Esprit Programme (http://www.cordis.lu/esprit/home.html), which features all supported projects in its Prosoma Showcase
(http://www.prosoma.lu/cgi-bin/show.py?sid=30453&id=118&page=interview).

The aim of COPEARMS is to assist other projects and organisations in the development of electronic rights management systems (ERMS). By doing this the Consortium hopes to encourage interoperability between systems and to prevent duplication of research and development in this important field. Technical partner, Euritis, uses the COPYSMART ERMS for exploiting COPEARMS experience and results. A demonstration of the COPYSMART ERMS is now available.

With partners offering a wide range of expertise, the COPEARMS Consortium can offer assistance in areas of ERMS development such as

  • business analysis of the implementation of ERMS
  • design of electronic data interchange messages for ERMS
  • transfer of technology and security based on the CITED project (http://www.cordis.lu/esprit/src/index.htm).
  • legal and contractual matters and standardisation
  • ERMS training

The COPEARMS Consortium has also been holding a series of Special Interest Group (SIG) meetings and Workshops throughout Europe, to encourage an exchange of information on ERMS development issues, and to help with problem solving through experience.

Summaries of the proceedings from all the SIG meetings are available, and paper copies of the full proceedings are available from the IFLA Office (ifla@bl.uk) at the British Library. A number of documents and papers relating to ERMS issues, including COPEARMS News, are also available.

COPEARMS is working in close co-operation with IMPRIMATUR (http://www.imprimatur.alcs.co.uk), another project receiving EC funding. IMPRIMATUR deals primarily with consensus building in the area of intellectual property and is also developing a prototype server.
