Closure of the IFLA UAP/OIL Core Activity and Office The IFLA Universal Availability of Publications Core Activity (UAP) and Office for International Lending (OIL), which has been hosted by the British Library at Boston Spa, United Kingdom, since the late 1970s, closed on 31st March 2003. BackgroundUAP - Universal Availability of Publications - is both an objective and a programme. The objective is the widest possible availability of published material (that is, recorded knowledge issued for public use) to intending users, wherever and whenever they need it and in the format required. Published materials include not only printed materials, including so-called 'grey literature', but audio-visual materials and publications recorded in electronic (digital or analogue) form. To work towards this objective, the programme aims to improve availability at all levels, from the local to the international, and at all stages, from the publication of new material to the retention of last copies, both by positive action and by the removal of barriers. UAP aims to ensure that improved access to information on publications is matched by improved access to the publications themselves. The office is also the IFLA Office for International Lending, which aims to further and improve international lending by:
