ANNEX A
DETAILED STATEMENT OF NL/NLS FUNCTIONS
Functions relating to heritage
The functions of the National Library/National Library Service are:
(a) to build up a complete collection of material emanating from or relating to
[country];
(b) to analyse and describe bibliographically material emanating from or relating to [country] and to produce and make available retrieval tools appropriate to this material;
(c) to serve as the national bibliographic agency for purposes of international
cooperation in respect of bibliographic services;
(d) to compile and disseminate statistics of the production of material in [country] (e) to preserve material emanating from or relating to [country];
(f) to serve as a national centre for service, training and research in the
conservation and preservation of material;
(g) to make material emanating from or relating to [country] available for use
nationally and internationally;
(h) to promote the appreciation of the heritage of [country] as reflected in
material emanating from or relating to [country];
National capacity for library and information services
(i) to coordinate the acquisition of material by [country's] libraries in order to ensure that an adequate representation of the world's output of such material is accessible to the people of [country];
(j) to acquire, organise and make available foreign material in order to supplement the collections held in [country's] libraries;
(k) to serve as the national coordinating and facilitating centre for the
international exchange of publications;
(l) to serve as the national centre for the disposal and redistribution of material surplus to the requirements of [country's] libraries;
(m) to provide bibliographic access by libraries and information users throughout [country] to its collections of material;
(n) to facilitate access to the collections of other libraries in [country] through the construction of catalogues or databases;
(o) to serve as a centre for facilitating access to bibliographic tools and
databases of other countries;
(p) to compile and disseminate other bibliographies, indexes, registers, lists or databases that serve to promote the awareness and sharing of information resources in [country];
(q) to facilitate the delivery of material held in [country's] libraries to users and institutions throughout [country];
(r) to serve as the national centre for facilitating the delivery of material held in other countries to users and institutions in [country] and material from [country] to users and institutions in foreign countries;
(s) to provide other services, support, guidance and advice to libraries in [country] in order to promote the delivery of information services to the people of [country];
(t) to plan and coordinate the library services of [country] to ensure that library and information resources are optimally developed and utilised;
(u) to present, in consultation with appropriate educational institutions and professional bodies, courses of training and education in library and information work;
(v) to undertake research and development in order to promote the delivery of
information services to the people of [country];
Comprehensive national service
(w) to establish a headquarters and district offices for a national library and
information service to be rendered to the people of [country];
(x) to establish and maintain affiliated community libraries in all communities that
meet the criteria and make contributions of resources as determined from time to time by the Minister on the recommendation of the Board and which undertake to comply with the requirements of the Board;
(y) subject to conditions laid down from time to time by the Minister on the recommendation of the Board, to enter into agreements with local authorities for the affiliation to the National Library Service of existing community libraries in their communities;
(z) to establish, maintain and staff branch libraries and depts in communities which are not served by local authorities that meet the criteria referred to in (x), or to provide mobile or circulating services to such communities;
(aa) to provide material, bibliographic, technical and promotional material, consumables and systems, and training and support services to affiliated and branch libraries and depts;
(bb) to inspect affiliated libraries referred to in (x) and (z) and to terminate the affiliation of such libraries if they do not meet the requirements set by the Board;
(cc) to inspect and control the branch libraries and depts referred to in (z);
(dd) in collaboration with ministries and government agencies to establish and
maintain affiliated libraries serving those departments and agencies.
