Section of School Libraries and Resource Centers

Annual Report 1994-1995

Ms Torny Kjekstad (Norwegian School of Marketing, College Library, Box 4636 Sofienberg, N-0506 Oslo, Norway (fax: +(47) 226206385; e-mail: torny.kjekstad@bi.no)) was re-elected Secretary.

Standing Committee and Section Membership

The Section has 16 persons from 12 countries, and three corresponding members. There are 73 IFLA members registered for the Section. The Section held a mid-conference meeting in Toronto, 15-17 March 1995. Blanche Woolls (USA) represented the Section at the meeting of the International Association of School Librarians held in Worcester, UK on 17-21 July 1995.

Projects

School Libraries in the World

This is the main ongoing project of the Section. A call for contributions to the project had been published in IFLA Express during the Havana Conference, at the meeting of IASL (International Association of School Librarians) held in Pittsburgh in 1994, and in Emergency Librarian. A working document was prepared by Alexandra Papazoglu (Greece) and distributed during the Istanbul meeting. SC members have been asked to send guidelines, policies, and standards about school libraries in their countries to Ms Papazoglu, who will prepare a new document for discussion in Beijing.

Publications

School Librarians: Guidelines for Competency Requirements

The revised edition was completed by Sigrun Klara Hannesdottir and published in the series, IFLA Professional Reports as No. 41 in August 1995.

Section brochure

The Section's recruitment brochure was translated into French by Paulette Bernhard and into Spanish by Paola Faundez Garcia (Chile). Section members from Japan (Ms S. Koga and Ms T. Horikawa) are preparing a Japanese translation.

Newsletter

Blanche Woolls (USA) prepared two numbers of the Section newsletter during the report period.

Publication of the Section's Papers

Section papers presented at IFLA Conferences for the first period up until 1982 have been compiled and edited by Margaret Tye (UK) and Blanche Woolls, who also put the texts on disks. Papers from 1982 until 1990 will be compiled and edited by Glennys Willars (UK), in collaboration with Margaret Tye. Alexandra Papazoglu will compile the papers after 1990. The Section goal is to present a complete list of papers which can be available on IFLANET.

Linea guida per le biblioteche scolastiche is the Italian translation of Guidelines for School Libraries, by Frances Laverne Carroll for the Section in 1990. The Italian translation was prepared and published in 1995 by the Italian Library Association.

Future Conferences

Beijing 1996

The theme selected by the Section is "Cooperation and Planning with Teachers". The Section will also co-sponsor the workshop on "Storytelling" with the Section of Children's Libraries.

Copenhagen 1997

The Section's theme will be "School Libraries as a Basis for Lifelong Learning".

Istanbul Meeting

About 80 persons attended the Section's open session with the theme, "Planning for School Libraries of the Future".

Papers presented

The Future Roles and Functions of the School Libraries: A Project for Turkish School Libraries

Abstract:
With scientific and technological developments necessitating a complete reorganization of the educational system, Turkey is seeking new ways with which to revise its system to meet emerging needs. School libraries play a vital role in supporting the curriculum in developing countries such as in Turkey where the Turkish educational system is in the process of reorganization. The aim of this paper is to offer an in-depth profile of school libraries in Turkey and to provide a clear insight into local factors which affect the implementation of efficient school library services. The survey method was used in this research and several authorities were interviewed, ranging from the administrators in the Ministry of National Education to the directors of school libraries. Finally, the paper makes some recommendations that could further enhance the provision and development of school library services and prepare them for the future.

School Librarians: Guidelines for Competency Requirements

Abstract:
In the past, some sharp differences have been seen in the definitions of school librarians, their principal role in the school, and as a consequence, their professional preparation. In 1986 the IFLA Section of School Libraries published a document called Guidelines for the Education and Training of School Librarians. A new edition of this document has been prepared which outlines the competency for modern school librarians. It contains an outline of the essential knowledge and skills necessary for these professionals which include information studies, management and education.

Leadership for Collaboration: Making Vision Work

Abstract:
This paper provides the framework for discussion of the Principal's role in developing and supporting an information literate community. A successful school library programme requires the active support of the Principal who is best positioned to nurture the collaborative culture within which an integrated library programme is able to flourish. Likewise, the leadership provided from the Principal is a key ingredient in a school's successful adoption of the information technology that enables a school to pursue the goal of information literacy. The authors provide the background to a research project and provide some preliminary evidence that identifies the strategies adopted by Principals who seek to place information literacy at centre stage. They will also identify a range of potential strategies that might be employed by teacher librarians to further involve their Principal in the development of effective school library and information services.
