Section of School Libraries and Resource Centers

Annual Report 1997-1998

The Section of School libraries concerns itself with the improvement and development of school libraries and resource centres world-wide,especially advocacy for their qualified and adequate staffing. It provides an international forum for exchanging ideas, experiences, research results and advocacy.

UNESCO School Library Manifesto

At the end of August 1998, during the IFLA Conference in Amsterdam, a draft Manifesto on School Libraries was completed. This had come to fruition because of the hard work of Gwynneth Evans of the National Library of Canada, staunchly supported by Paulette Bernhard. A workshop on the manifesto was held during the Conference, which was extremely well attended. Paulette Bernhard described the history of the document, the role of The section of School Libraries and Resource Centres and expressed the hope that UNESCO would approve the Manifesto and take it on as their own. The views of many countries were represented and incorporated into the final document (which was approved by UNESCO in December 1998).

Argentina

After a section member had expressed concern, the chair wrote to the Argentinean Library Association asking for information on the rights of school librarians in Argentina to be able to join the Association. The matter was also discussed with an Argentina delegate at the IFLA Conference. No clear information has been received at the time of writing this report.

Revision of Leaflet

The leaflet describing the aims and work of the Section was revised and English, French and German versions were available for the IFLA Conference in Amsterdam.

It is hoped to have the leaflet in other languages for Bangkok.

Co-ordinating Board Division 3

Glenys Willars attended the meeting of the Board in Winchester, England during March 1997. Glenys Willars and Alexandra Papazoglou attended both Co-ordinating

Board meetings in Amsterdam,. August 1998.

The Section's Conference Programme

Workshops

Two workshops were held during the IFLA Conference in Amsterdam. The first concerned the School Library Manifesto and the contributors to the session enabled a final draft to be written and approved by the Professional Board of IFLA during the Conference. The workshop was led by Gwynneth Evans, of the National Library of Canada and included experts from different parts of the world.

The second workshop was led by Lyn Hay and reported on the international research project "The role of the Principal in an information literate school community". Contributions were made by representatives from Canada, Australia, Scotland, Finland, South Korea and France.

Open Session

The Open Session of the Section focused on Reading and Information Technology and featured the following speakers:

Claude Morizio of Institut Universitaire de formation des maitres (IUFM) Jaunay-Clan France, on Reading electronic documents, Dania Bilal School of Information Sciences, University of Tennessee-Knoxville, Tennessee, USA, on Children's paperless projects: inspiring research via the web, Laurel Anne Clyde, Department of Library and Information Science, University of Iceland, Reykjavik, Iceland, on Internet resources for reading promotion and Alexandra Papazoglou, Hellenic American Educational Foundation, Athens, Greece, on School librarians, teachers and students facing together the challenge of literacy in the information society: the case of the European project Chilias

Liason with other IFLA Activities

Books for All Advisory Board.

Glenys Willars was nominated to represent the Section on the Advisory Board for the Books for All project and has attended meetings. Members of the Section attended the 25th anniversary celebrations for Books for All.

Relationships with other Bodies

Co-ordination with IASL continues through Dianne Berg, IASL's representative on the Section's Standing Committee.

Projects of the Section

Principals and school librarians working within an information literate school community (large project)

The project has been funded in late 1995 as a large project from Division 3 and is conducted by Lyn Hay and James Henri (Australia). It covers a period of three years (1996-1998) with total funding of 11278 NLG (around 7200 $US), extended by a 1500$US grant to Lyn Hay, James Henri and Dianne Oberg during the 1996 IASL Conference in Jamaica. The workshop which reported on the research is described above.

Publications

The Newsletter continues to be published and is now edited by Alexandra Papazoglou.

The Guidelines for School Libraries by Dr Frances Laverne Carroll are due to be revised during 1999.
