Medium Term Programme 1998-2001

Scope statement

The Section on Bibliography is primarily concerned with the content, arrangement, production, dissemination and preservation of bibliographic information, especially (but not exclusively) where these pertain to national bibliographic services. It is also concerned with the promotion of the importance of the discipline of bibliography to library professionals in all types of library (not just national libraries), to publishers, distributors and retailers and also to end users. Whilst taking full account of technological possibilities, the Section is aware that such developments are not yet available in some areas of the world, and it will ensure that its solutions are not necessarily dependent on particular technologies. The Section is closely associated, where appropriate, not only with the other Sections within the Division of Bibliographic Control and with the UBCIM Programme, but also with the Sections on Information Technology and of National Libraries.

Goals, 1998-2001 - Action Plans, 1998-1999

Goal 1

Promote the production and publishing of bibliographic information for all kinds of documents, including those published by electronic means, both hand-held and online.

Action:
1.1 Take appropriate action following the International Conference on National Bibliographic Services, Copenhagen, 1998.

Goal 2

Monitor and promote good practice in the preparation of bibliographic information through the use of international standards and guidelines and to take appropriate action when those standards need amplification or modification.

Actions:

2.1 Identify those bibliographies which are especially effective and those features that make them effective.

2.2 Commission conference papers on such topics as authority control, communication formats, the impact of the "Functional requirements" study and appropriate Internet standards, in co-operation with other IFLA sections as appropriate.

2.3 Identify bibliographies which do not have introductions, indexes, classification schemes and consider ways to request that they implement ICNB 1977 recommendations.

Goal 3

Promote co-operation with the book trade in the preparation of bibliographic information.

Action:

3.1 Prepare a plan for action following publication of Ross Bourne's survey of national bibliographic agency/publisher relationships.

Goal 4

Monitor and promote publication of bibliographies in electronic form, e.g., on the Internet.

Action:

4.1 Consider what action to take following completion of Robert Holley's survey of new production media.

Goal 5

Monitor and take action as necessary on new search methods and user interfaces.

Action:

5.1 Conduct a survey of those search methods and their effectiveness amongst a wide range of users.

Goal 6

Monitor and promote the inclusion of Internet resources in bibliographies.

Action:
6.1 Conduct a survey of the inclusion of Internet resources in national bibliographies.

Goal 7

Promote the importance of bibliography at library and information schools.

Action:

7.1 Commission a conference paper on the topic.

Goal 8

Provide information about the work of the Section and Standing Committee.

Actions:

8.1 Prepare and distribute the Section Newsletter.

8.2 Report on section activities during the Open Forum of the Division of Bibliographic Control.

8.3 Provide information for publication in IFLA Journal and on IFLANET.

8.4 Contribute to updating the Division's brochure.

Goal 9

Promote membership in the Section, emphasising a broader geographic representation on the Standing Committee.

Actions:

9.1 Target libraries who may be interested in joining the Section.

9.2 Seek members and/or corresponding members from Third World countries not currently represented on the Standing Committee.
