Newsletter of the Section on Bibliography

July 1998

This latest issue of the Newsletter contains detailed information about the Amsterdam programmes, not only the Section's own session but also other sessions which might be of interest to members.

The EB, PB, Coordinating Boards and Standing Committee meetings have to be off-site on Friday and Saturday, 14 and 15 August.

On Saturday the first block of Standing Committee meetings will begin at 8:00, ending at 10:50; the second block begins at 11:00 and ends at 13:50; and the third block begins at 14:00 and ends at 16:50.

The meeting of the SC of the Section on Bibliography is in the second block from 11..00 to 13:50.

Division Rooms

Permanent Division rooms are available throughout the week. IFLA professional groups wishing to reserve a Division room, may inquire at the IFLA Headquarters Secretariat, Room H at the RAI when the conference is in progress.

Towards an European network for name authority data: results of the Project AUTHOR

The Project AUTHOR (1995-19979 was part of the Forum CoBRA's activities (CoBRA's = Computerised Bibliographic Record Actions) financed by the Libraries Programme of the Directorate General XIII of the Commission of the European Communities (http://www.konbib.nl/gabriel/en/projects/cobra.html).

It was developed from the need expressed by national bibliographic agencies to have access to the existing authority files throughout the world to re-use the work already done for identifying authors. It aimed to give access to cataloguers to the name authority files (name of persons and coporate bodies) of the participating national libraries (Belgium, France, Portugal, Spain, United Kingdom). The Bibliothèque Nationale de France was the pilot of this projec; Bureau van Dijk (France) and Index Data (Denmark) were subcontractors. Progress reports of the Project were presented during workshops in Beijing (1996) and Copenhagen (1997) in the framework of the IFLA conference.

Main results:

  • UNIMARC to search and display authority records was considered easy to exploit even by users who were not familiar with this format
  • the conversion of a sample of 110000 records from national formats to UNIMARC was made using UseMARCON (User-Controlled Generic MARC Converter) which was primarily prepared to convert bibliographic records. The feasibility to convert authority records with this software was demonstrated.
  • the necessity to define a minimum contents for authority records exchanged internationally to be re-used locally.
  • the Weg interface of the prototype, using EUROPAGATE was gateway between a Z39.50 client and an ISO SR server and vice versa was considered easy to use.
  • the great interest of the international community of librarians: 16 libraries in 13 countries tested the prototype available on Internet (October-December 1997).

Follow up:

  • the realisation of a European operational system: formal agreement between partners to create the target system, establishement of a realistic calendar of development, association of other countries.
  • the implementation of a common profile Z39.50
  • the definition of a minimum content for authority record, closely with the IFLA Working Group MLAR (Minimal Level of Authority Record)
  • the development of UNIMARC Authorities format closely with the IFLA Permanent UNIMARC Committee

Net publications

As our discussions showed over the last few years, the relevance of the enclusion of ER in national bibliographies becomes more and more important. John Byrum will report in Amsterdam about the survey on this matter. For your information please notice the following text from a Danish colleaque.

Net publications - National co-operation in Denmark

National Bibliographic Registration

In July 1997 the Danish Library Centre handed in the Indoreg report to the Danish National Library Authority. It contained suggestions for how the National Bibliographic task in the Internet area could be solved. Yet, a reservation is taken as the development on the net goes so quickly, which means a constant need for adjustments.

The unique of the Indoreg report is among others the suggested definition of the different types of publications on the net.

The publications will be roughly classified within 2 kinds of basic bibliographic categories: static and dynamic.

The static publication is almost like many of the works available today in physical fixed forms as books, disks, cd-roms, films, tapes etc., i.e. changes are not expected in content, title, copyright information etc. for all the time it will be available on the net.

On the contrary the dynamic publication is characterized by the fact that it will change in time.

While the static type of publication (as it looks today) is rather easy to limit, the dynamic is very varied and developes constantly.

The Indoreg report recommends that both basic types of publications are registered in the National Bibliography, as the content of information in the dynamic likewise the static is important to the public.

Legal Deposit

In June 1997 Denmark got a new legal deposit law. It replaces the former from 1927 "Lov om pligtig Aflevering af Tryksager til offentlige Biblioteker" (translated: Law on legal deposit of printed materials to public libraries).

This new law, which took effect l st January 1998, contains all information carrying media including publications of digital works in databases. It is described in the appurtenant announcement what legal depository digital works include:

    "A database is defined as a digital network, hereunder especially the Internet, wherefrom a user - with or without charge or special agreement - can purchase a piece of a work....
    As works are considered limited amounts of information, which constitute finished and independent units. An ongoing updated (dynamic) unit; e.g. a homepage on the Internet is therefore not legal depository as a whole, but finished (static) and independent works, which can be purchased, hereunder from a homepage are legal depository".

Besides the announcement indicates that messages about publishing of digital works in databases .... are given to the Royal Library.

Since 1st January 1998 the Royal Library has been able to receive notifications on as well as purchase static net publications.

On www.pligtaflevering.dk there is a form for notifying electronic works. Here the producers can notify published electronic online works, which has to be delivered under legal deposit to the Royal Library and the State and University Library and at the same time an automatically transmission for national bibliographic registration takes place.

Furthermore, it is possible to notify non legal depository net publications exclusively for national bibliographic registration at the Danish Library Centre.

Co-operation

With the purpose of making the publishers' notification process as simple as possible, a committee with participants from the Royal Library (KB), the Danish Library Centre (DBC), the Administrative Library and the Danish National Library Authority is co-ordinating and developing the different increases concerning legal deposit and registration of net publications.

Practically the co-operation goes on by the Royal Library transferring all notified metadata to the Danish Library Centre. Here an evaluation takes place deciding which publications will be included in the National Bibliography.

Hereafter the Danish Library Centre informs the Royal Library about which publications are not included in the National Bibliography.

Then these are treated on same conditions as other "small prints" at the Royal Library. When the total technical solutions are taken care of the Danish Library Centre will register national net publications within one working week.

This means among others that the Danish State Information Service and the Administrative Library also have the opportunity of re-using the Danish Library Centre's registrations.

Metadata

Furthermore, under the auspices of the above-mentioned co-operation there is the work with Danish use of metadata. The idea is that a common concept has to form the basis for both notification form for legal deposit and for preparation of metadata as part of the editing of net publications.

A note on Danish recommended use of Dublin Core has been elaborated and submitted for hearing. The deadline for statements was 1st July 1998. It is based on A USER GUIDE FOR SIMPLE DUBLIN CORE. DRAFT VERSION 5.

It has been decisive for the elaboration of the Danish recommended version, that it has to live up to the needs of the legal deposit libraries, the Danish Library Centre, the Administrative Library and the Damish State Information Service. Therefore it has been approved of these institutions before submitting for hearing to a wider group.

The administrative work regarding publication of the guidances is made at the Danish National Library Authority, so guidance for the users and the request specification for metadata generators and the common form are available on the net at their homepage. Besides printed versions are under consideration.

In practice the approved suggestions will be implemented in the legal deposit form and the Danish Library Centre's metadata form after a final approval in the mid of August 1998.
