Minutes of the Standing Committee I (SC I)

1. Agenda and membership

    1.1 Agenda

    The Chair : Ingrid Parent from the National Library of Canada welcomes the members and observers and introduces the Meeting Agenda of the SC I. The agenda is approved.
    All participants are invited to introduce themselves.

    1.2. Membership

    Members are asked to up-date their adresses on the list which circulates.
    The corresponding member from Australia changes : Mr Peter Haddad will replace Mr Andrew Wells.

2. The Minutes of 1997 meetings in Copenhagen (previously distributed) are approved

3 . Reports / Announcements

    3.1. Report from the Coordinating Board of the Division of Bibliographic Control
    Practical information for Amsterdam Conference by Ingrid Parent

      3.1.1. There is an English version of the evaluation form in each conference bag. Participants are invited to fill it in and submit it by the end of the week. The forms in other official languages will be available at the Registration Desk. The evaluation of last year's conference was done by the Royal School of Library and Information Science in Copenhagen (available on IFLANET).

      3.1.2. The earphones needed for simultaneous interpretation (SI) are free - you do not need to exchange your badge when getting them.

      3.1.3. 1999 conference in Bangkok
      The deadline for early registration is March 15th. Please pay attention about it : it is earlier than usual.

      3.1.4. IFLA budget is balanced this year. The situation will probably be difficult in the next few years : the revenues coming from the conferences in 1999 (Bangkok) and in 2000 (Jerusalem) will not be so large as they were for the last two years.

      3.1.5. Open Forum of the Division IV (Monday morning)
      It will consist of a general review of the work of the Division followed by the presentations on different topics such as : UBCIM, MLAR(Minimum Level Authority Record), BIBLINK, European multilingual thesaurus project, ISO/TC 46 news and activities, ISBN and ISMN, ISSN, UDC, DDC, and the Library of Congress Classification. The officers will be introduced and the schedule of the open session programs and workshops will be mentionned, as well as the International Conference on National Bibliographic Services to be held in Copenhagen in November this year.

      3.1.6. Sections programme

      Bibliography
      The open session is planned for Wednesday afternoon. There will be three presentations : in English, French and German. The SI will be provided.

      Classification and Indexing
      There will be three speakers during the section's open programme.

      Two half-day workshops will be organized on Thursday : one on the Universal Decimal Classification and one on the French translation of the Dewey Decimal Classification.

      3.1.7. Review of Division IV brochure by Ingrid Parent
      The Division Brochure was updated. This new edition will be available for the International Conference on National Bibliographic Services.
      The translations were decided : Assumpcio Estivill will prepare the Spanish version, Magda Freilig - the German one, Maria Witt - the French one and Ludmila Terekhova / Natalia Kasparova. the Russian one.

    3.2. Section on Cataloguing's Open Programme by Maria Witt

    Theme : "Library catalogues : responding to user needs"

    Four following topics will be presented :

    • The Anglo-American cataloguing rules and their future, by Ralph Manning from National Library of Canada ;
    • Cataloguing vs. metedata : old wine in new bottles ? by Stefan Gradmann from PICA ;
    • User benefits of a change to the bib-model : follow-up of the IFLA Functional requirements for bibliographic records, by ELAG discussion group represented by Peter Noerr (USA)
    • Accès en ligne du public et gestion des ressources documentaires, un rôle nouveau pour les fichiers d'autorités des agences bibliographiques nationales dans les catalogues locaux : l'expérience de la Bibliothèque publique de Fresnes (Authority records as a reference tool for the end- user) by Thierry Giappiconi from Fresnes Public Library (Bibliothèque municipale de Fresnes, France).

    Translations
    It has to be pointed out that all of the papers have been translated into IFLA official languages (one has been given in its original French version, so it was translated into English). Maria Witt thanks particularly the translators -members of the section or outsiders. Two additional translations into French will be available on Monday.

    After the brief introduction of Ingrid Parent, Maria Witt will lead the Open Session, introduce the speakers and coordinate the discussion.

    3.3. Section on Cataloguing's Workshop on ISBD(ER) by John Byrum

    This workshop is fully subscribed since the end of June.
    Several points will be discussed tomorrow - Sunday : the ISBD(CF) revision project, the features of ISBD(ER) (John Byrum and Ann Sandberg-Fox), international responses to adopting and implementing this standard (Lynne Howarth), UNIMARC for ER (Mirna Willer)and special topics like : Medium specific designations (Sten Hedberg) ,implications of the Functional requirements for ISBD(ER) (Eeva Murtomaa), provisions for CD-ROMs (Maria Witt).
    John Byrum will present the paper of Ann Sandberg-Fox, unable to join this conference. John has received a copy for transparencies. We will try to do them with the Section budget (action : Maria and Ton). Please note other modifications in the programme : the papers from Netherlands and Spain will not be presented ; they are only available in written form.

    3.4. SCATNews by Ingrid Parent

    As usual, SCATNews is published twice a year, in print and electronic form (on the IFLANET web site). Last issue available : n° 10 (June 1998).

4. UBCIM report by Marie-France Plassard

The UBCIM concentrates its efforts on the organisation of the International Conference on National Bibliographic Services (see also point 7.3) and UNIMARC developpment and promotion. Many seminars and meetings took place in different areas of thr world (Malaysia, Vilnius, Frankfurt " UNIMARC application in European projects "). The next seminar will take place in September 1998 in Mexico.

The recommendations from the seminar held in Vilnius in June included : IFLA activities in standards, e.g., metadata development, International Standard Authority Number, and UNIMARC holdings.

The last PUC meeting was in March 1998 in Moscow. Among other problems were discussed : make available UNIMARC on the Web (hope it will be ready by the end of this year), to consider the UNIMARC/Authorities revision. With connexion to this question Barbara Tillett will report on MLAR on Friday (SC II).

During Amsterdam Conference there will be a half day workshop called " UNIMARC in transition " (Thursday). The Open Forum of the Core Programmes will be on Sunday.

Publications

  • Study on Functional requirements for bibliographic records. The final report presented at the Section's open session during the IFLA Conference at Copenhagen and approved by the Standing Committee on Cataloguing was published in January 1998.by K. G. Saur (UBCIM Publications New series, vol 19 ).
  • ISBD(ER) (UBCIM Publications - New series, vol…).
  • An annotated guide to current national bibliographies by Barbara Bell (UBCIM Publications - New Series, vol 18).
  • In preparation : Classification and Indexing, Recommendations from Malaysia Seminar.
  • Book reviews in ICBC

There are still problems with the distribution of IFLA publications via Saur. Several people from different countries complained about the difficulties in this matter.

There is a feeling that the standards and guidelines on multi-lingual problems are not enough developped.

Other projects have been mentionned : e.g. International Conference on Cataloguing Principles (organised in Moscow next year).

Marie-France brought some copies of the new UBCIM Programme brochure. It will be available on the IFLA booth.
At the end of her report she thanks all members of the section and friends of UBCIM for their support.

5. Financial Report (July 31, 1998) by Ingrid Parent

The balance is 903.81 USD. In addition to the administrative money, the Section received funds for two projects (" Guidelines for OPAC displays " and " Revision of ISBD (S) "). The expenditure concerns only the mailing and reprography of SCATNews (377.77 USD for 3 issues). For more detailed information see Appendix.

6. ISBD report

    6.1. ISBD (ER) by John Byrum

    The distribution problems were noted.

    6.2. ISBD Review Group by John Byrum

    The group met in September 1997. The maintenance group was expanded to the new members : Reinhard Rinn and Maria Witt. It was concluded that the comparaison between FRBR and ISBD(M) was necessary as the first step. It was suggested that it would be preferable to have the same framework for all ISBDs. The group is also interested in the impact of the AACR2 revision and metadata standards on ISBDs. The planned working meeting will take place on Tuesday, August 18th.

    6.3. ISBD (S) by Ingrid Parent

    In order to revise the ISBD(S), the working group was established last year. It takes into account electronic serials, metadata and the notion of seriality itself. It works in close cooperation with the Section on serials and with the ISSN International Centre. The group has active members from these instances : Alain Roucolle (ISSN), Elise Hermann (Sect.of Serials).
    It is planned to finish the task for the year 2000.

7. Current projects

    7. 1 Guidelines for OPAC display by Dorothy McGarry

    This new project started in 1997. Dorothy McGarry is chair of the working group (called also task force).
    Its goal is to recommend guidelines for good practice for OPACs display and retrieval.Other IFLA sections are involved (Bibliography, Classification, Information Technology).

    Martha Yee from the University of California at Los Angeles has been chosen as the consultant to help the group to draft the report.
    The first draft has already circulated among members of the task force. Dorothy asks to let her know people who would be interested in the topic in order to send them the project for world-wide review (planned for the next Winter).
    The final report is planned for the Bangkok Conference in 1999

    There will be two meetings of the group during the Amsterdam Conference.

    7.2 Anonymous classics by Nadine Boddaert

    Phase One consisting in the revision of the 1978 edition is in progress. However, the manuscript have not been sent to members for two reasons : because of Nadine's great amount of work last year.
    Nadine anounced another list of the literature from Provence region. She asked who would take the decisions in this matter. Ton suggested that French members and experts should decide.
    She also met the colleagues from the National Library of Albania who have a few titles to add (in particular concerning the regional litterature and folklore, etc.)
    The introduction to the text Phase One has been written in French and translated into IFLA official languages.

    Nadine will organise the meeting of the WG during Amsterdam Conference - she will make some suggestions.

    Phase Two will concern Latin America and Africa.
    Guatemala has been contacted.
    This phase will include the African countries : the colleagues from Benin, Burkina Faso have declared their spontaneous participation. Shambourg Centre for Black Culture has also been contacted.

    Anonymous Classics for Asia will constitute Phase Three.

    7.3 International Conference on National Bibliographic Services by Mona Madsen

    ICNBS is organized by the Division of Bibliographic Control and the UBCIM Programme. It will take place in Copenhagen in November 1998 (25 to 27). This invitational conference will gather 150 participants.

    The sponsorship is provided for developing countries by DANIDA, grants from BIEF and France Canada, etc. More than 30 people from Asia and Africa and 12 from East Europe are sponsored.
    The Section of Cataloguing obtained one invitation : Maria Witt will participate. Ingrid Parent participates as the member of the Organizing Committee. Mona is the local organizer.

    It is not excluded that it will be possible to have other invitations for the Section later on Ingrid asks people from the section interested in the participation to leave their names.

    To remaind the contents :

    The ICNBS' aim is to review and update the Paris recommendations from 1977 considering the new developments. Besides the Keynote speaker's paper (Marcelle Beaudiquez) there will be papers about coverage, data requirements (Olivia Madison), distribution and exchange, partnership, etc.

    The Cataloguing section is invited to submit a paper about our interests in the field. Preprints will be distributed before the conference. There will be the special site on the IFLANet also.

    7.4 Form and Structure of Corporate Headings by Ton Heijligers

    This WG exists since 1995.After the discussion last year in Copenhagen, the members have exchanged messages and letters. Most problematic rules have been identified and they are to be compared with AACR, RAK, AFNOR. This work is not finished yet.
    The group will meet twice during the Amsterdam Conference.

    7.5 GARE - Guidelines for authority and reference entries by Isa de Pinedo

    The group is now proceeding to the revision paragraph by paragraph. This objective of this work is to publish a single comprehensive and flexible rules, giving examples (covering all materials, music, electronic resources, legal works...).Two specific issues will be treated : legal materials (treaties, laws) and seriality.
    This group works closely with the MLAR group (Minimal Level Authority Record).

    7.7. Social event by Maria and Ton

    There is a suggestion about having an informal coffee break (outside of the conference centre). We can plan this " social event " after the Open Session of our Section on Wednesday, 11 a.m to 11.50 a.m.

8. Medium Term Programme

    8.1. Review of Action Plan by Ingrid Parent

    Ingrid, Paul Bunn and Maria Witt will meet in order to examine the MTP, comparing it with Action Plan of the Section.

9. Future projects for the Section

    9.1 Working Group on Metadata by Ingrid Parent

    The section asked to approve the idea of founding a new working group on metadata standards which will take into account to set up guidelines and recommandations and will look how to apply the basic requirements from FRBR study.
    The WG is then set up. People who are interested will meet on Monday, 13 - 14 p.m. for discussing the aim of the work and the procedures (Dorothy McGarry, Monika Münnich, Lynn Howarth, Reinhard Rinn, Mona Madsen, Ludmila Terekhova, Fernanda Campos, Glenn Patton, Assumpcio Estivill, Maria Witt and Ingrid Parent).

10. 65th IFLA General Conference in Bangkok (1999) by Ingrid Parent

    There are some suggestions for topics on multiscript issues, distance learning , metadata and the presentation on OPAC project. We will discuss the provisional programme more in details during the SC II on Friday. Ingrid asks SC members to think about it.

    13.2. Harmonization of US MARC and CAN MARC by Ingrid Parent

    In order to find a name for a new harmonised format the meeting is organised this morning on the initiative of the Library of Congress (with the participation of Winston Tabb, John Byrum and Sally McCallum - USA, Ingrid Parent and Marianne Scott - Canada, Mirna Wiler - PUC, Kurt Nowak and Marie-France Plassard - UBCIM, Reinhard Rinn and Maria Witt - Cataloguing Section).
