4. UBCIM report by Marie-France PlassardThe UBCIM concentrates its efforts on the organisation of the International Conference on National Bibliographic Services (see also point 7.3) and UNIMARC developpment and promotion. Many seminars and meetings took place in different areas of thr world (Malaysia, Vilnius, Frankfurt " UNIMARC application in European projects "). The next seminar will take place in September 1998 in Mexico.The recommendations from the seminar held in Vilnius in June included : IFLA activities in standards, e.g., metadata development, International Standard Authority Number, and UNIMARC holdings. The last PUC meeting was in March 1998 in Moscow. Among other problems were discussed : make available UNIMARC on the Web (hope it will be ready by the end of this year), to consider the UNIMARC/Authorities revision. With connexion to this question Barbara Tillett will report on MLAR on Friday (SC II). During Amsterdam Conference there will be a half day workshop called " UNIMARC in transition " (Thursday). The Open Forum of the Core Programmes will be on Sunday.
Publications
There are still problems with the distribution of IFLA publications via Saur. Several people from different countries complained about the difficulties in this matter. There is a feeling that the standards and guidelines on multi-lingual problems are not enough developped. Other projects have been mentionned : e.g. International Conference on Cataloguing Principles (organised in Moscow next year).
Marie-France brought some copies of the new UBCIM Programme brochure. It will be available on the IFLA booth. 5. Financial Report (July 31, 1998) by Ingrid ParentThe balance is 903.81 USD. In addition to the administrative money, the Section received funds for two projects (" Guidelines for OPAC displays " and " Revision of ISBD (S) "). The expenditure concerns only the mailing and reprography of SCATNews (377.77 USD for 3 issues). For more detailed information see Appendix.6. ISBD report6.1. ISBD (ER) by John ByrumThe distribution problems were noted.6.2. ISBD Review Group by John ByrumThe group met in September 1997. The maintenance group was expanded to the new members : Reinhard Rinn and Maria Witt. It was concluded that the comparaison between FRBR and ISBD(M) was necessary as the first step. It was suggested that it would be preferable to have the same framework for all ISBDs. The group is also interested in the impact of the AACR2 revision and metadata standards on ISBDs. The planned working meeting will take place on Tuesday, August 18th.6.3. ISBD (S) by Ingrid ParentIn order to revise the ISBD(S), the working group was established last year. It takes into account electronic serials, metadata and the notion of seriality itself. It works in close cooperation with the Section on serials and with the ISSN International Centre. The group has active members from these instances : Alain Roucolle (ISSN), Elise Hermann (Sect.of Serials).It is planned to finish the task for the year 2000. The meeting will be held on Monday 7. Current projects7. 1 Guidelines for OPAC display by Dorothy McGarryThis new project started in 1997. Dorothy McGarry is chair of the working group (called also task force).Its goal is to recommend guidelines for good practice for OPACs display and retrieval.Other IFLA sections are involved (Bibliography, Classification, Information Technology).
Martha Yee from the University of California at Los Angeles has been chosen as the consultant to help the group to draft the report. There will be two meetings of the group during the Amsterdam Conference. 7.2 Anonymous classics by Nadine BoddaertPhase One consisting in the revision of the 1978 edition is in progress. However, the manuscript have not been sent to members for two reasons : because of Nadine's great amount of work last year.Nadine anounced another list of the literature from Provence region. She asked who would take the decisions in this matter. Ton suggested that French members and experts should decide. She also met the colleagues from the National Library of Albania who have a few titles to add (in particular concerning the regional litterature and folklore, etc.) The introduction to the text Phase One has been written in French and translated into IFLA official languages. Nadine will organise the meeting of the WG during Amsterdam Conference - she will make some suggestions.
Phase Two will concern Latin America and Africa. Anonymous Classics for Asia will constitute Phase Three. 7.3 International Conference on National Bibliographic Services by Mona MadsenICNBS is organized by the Division of Bibliographic Control and the UBCIM Programme. It will take place in Copenhagen in November 1998 (25 to 27). This invitational conference will gather 150 participants.
The sponsorship is provided for developing countries by DANIDA, grants from BIEF and France Canada, etc. More than 30 people from Asia and Africa and 12 from East Europe are sponsored. It is not excluded that it will be possible to have other invitations for the Section later on Ingrid asks people from the section interested in the participation to leave their names. To remaind the contents : The ICNBS' aim is to review and update the Paris recommendations from 1977 considering the new developments. Besides the Keynote speaker's paper (Marcelle Beaudiquez) there will be papers about coverage, data requirements (Olivia Madison), distribution and exchange, partnership, etc. The Cataloguing section is invited to submit a paper about our interests in the field. Preprints will be distributed before the conference. There will be the special site on the IFLANet also. 7.4 Form and Structure of Corporate Headings by Ton HeijligersThis WG exists since 1995.After the discussion last year in Copenhagen, the members have exchanged messages and letters. Most problematic rules have been identified and they are to be compared with AACR, RAK, AFNOR. This work is not finished yet.The group will meet twice during the Amsterdam Conference. 7.5 GARE - Guidelines for authority and reference entries by Isa de PinedoThe group is now proceeding to the revision paragraph by paragraph. This objective of this work is to publish a single comprehensive and flexible rules, giving examples (covering all materials, music, electronic resources, legal works...).Two specific issues will be treated : legal materials (treaties, laws) and seriality.This group works closely with the MLAR group (Minimal Level Authority Record). 7.6. Other (Committee's Projects List) by Ingrid ParentIngrid reviewed the projects' list.7.7. Social event by Maria and TonThere is a suggestion about having an informal coffee break (outside of the conference centre). We can plan this " social event " after the Open Session of our Section on Wednesday, 11 a.m to 11.50 a.m.7.8. Library visits are organized this year on Thursday8. Medium Term Programme8.1. Review of Action Plan by Ingrid ParentIngrid, Paul Bunn and Maria Witt will meet in order to examine the MTP, comparing it with Action Plan of the Section.9. Future projects for the Section9.1 Working Group on Metadata by Ingrid ParentThe section asked to approve the idea of founding a new working group on metadata standards which will take into account to set up guidelines and recommandations and will look how to apply the basic requirements from FRBR study.The WG is then set up. People who are interested will meet on Monday, 13 - 14 p.m. for discussing the aim of the work and the procedures (Dorothy McGarry, Monika Münnich, Lynn Howarth, Reinhard Rinn, Mona Madsen, Ludmila Terekhova, Fernanda Campos, Glenn Patton, Assumpcio Estivill, Maria Witt and Ingrid Parent). 10. 65th IFLA General Conference in Bangkok (1999) by Ingrid Parent10.1. Section programme10.2.Section workshopThere are some suggestions for topics on multiscript issues, distance learning , metadata and the presentation on OPAC project. Harmonization of US MARC and CAN MARC by Ingrid ParentIn order to find a name for a new harmonised format the meeting is organised this morning on the initiative of the Library of Congress (with the participation of Winston Tabb, John Byrum and Sally McCallum - USA, Ingrid Parent and Marianne Scott - Canada, Mirna Wiler - PUC, Kurt Nowak and Marie-France Plassard - UBCIM, Reinhard Rinn and Maria Witt - Cataloguing Section).
