3 . Reports / Announcements

    3.1. Division on Bibliographic Control Open Forum

    It was a successful session : there were between 120 and 150 people. In the future we will probably need more written reports and more time for questions.

    3.2. Section on cataloguings 'Open Programme

    This session was full : there were about 125 people. Some 30 people did not have seats. The participants appreciated the topics and presentations. We had a short time for discussion after each paper.

    3.3.ISBD (ER) Workshop

    The workshop was very successful. Unfortunately the discusion was short because many presentations were planned. John apologizes for the short time the last speakers had to present their topics.

4. UBCIM

The last meeting of the working group on the Minimal Level Authority Record was held this week.
The final report will be available soon. The group working on the UNIMARC Classification Format met twice and is establishing an electronic list, hoping to finish its work in Bangkok.
The Permanent UNIMARC Committee met with the authority experts and now is working updating of the UNIMARC format for authorities. The workshop was very dynamic and interactive. There was a good discussion among about 45 people attending the session.

6. ISBD Report

    6.1 ISBD (ER) See 3.3.

    6.2. ISBD Review Group

    The group met in order to establish the recommendations : for example :
    • continue the comparison between FRBR and ISBDs, which has begun and (ISBD (M) was done ; the next step will be : ISBD (G)).
    • explore possibility to make available ISBD more than it as in the past (on the web) and publish all ISBDs together as one.
    Copyright problems were pointed out : some of the ISBD are copyrighted by UBCIM, some by SAUR. John will contact Marie-France Plassard.

    6.3 ISBD (S) by Ingrid Parent

    The working group met once and decided on a process for the revision. Major topics were discussed eg. definition of a serial and seriality.
    Seven topics were determined for analysis by each member of the WG. Each member will send his/her analysis to the listserv by the end of October. The next meeting is planned for November.
    The end of the revision is planned for August 2000. It is not such a long period as it seems to be. Ingrid underlines the close contacts with ISSN Centre and AACR 2 revision which is considering some radical changes in the matter of serials.

7. Currents projects

    7.1. Guidelines for OPAC displays (D. McGarry)

    Most members attended the WG meeting last week. Almost the entire draft was discussed during the meeting. Dorothy notes the good participation of the members, as well as the agreements. Comments will be transmitted to Martha Yee, author of the report. She will prepare the new version of the draft report during October, which will be send for world wide review.
    Dorothy is not certain whether a meeting analysing the World wide review comments will be necessary or not. This will be decided after the draft discussion. If necessary, the probable date for the meeting will be February - March.
    The results of the WG will be presented during 1999 IFLA Conference.

    7.2. Anonymous Classics

    The WG held one meeting last week. The diskette containing the whole document will be sent to the members by the mid of November. For more information see also Appendix.

    7.3 The International Conference on National Bibliographic Services, Copenhagen, November 1998

    The Steering Committee met once. Mona notes the aim of the conference : revise and update UNESCO 1977 recommandations for national bibliographies.
    There are about 100 registered so far for the ICNBS. There will be another mailing by the 1er October targeted to the countries from which there are no registrants so far.

    7.4 Form and Structure of Corporate Headings by Ton Heijligers

    The WG met twice. The virtual base was suggested which could be used by any library.
    It is necessary to define the minimal elements and rules for corporate headings. We need to develop the examples based on the national usages in different contries. The generic list will be prepared by Barbara Tillett, and will be commented by the WG members. The group will probably need a consultant (Spring 1999). Ton will develop a proposal.

8. Medium Term Programme

    8.1 Review of Action Plan 1998/1999

    Paul Bunn presents the results of the work done (see Appendix) The SC Members were asked to send their comments to him by the end of September.

9. Working group on Metadata

This new group on Monday. It will be chaired by Lynne Howarth. The aim is to provide guidelines for librairies for using metadata, maintaining at the same time links with archives and other domains connected. The WG will contact other groups leading the same kind of projects, and with ISO/TC 46.
New members joined the group : Beva Murtomaa (Sect. on Bibliography), Lois Chan (Sect. on Classification and Indexing) and Fernanda Campos (Sect. on Nat. Bibliographies).

10. 65th IFLA General Conference in Bangkok (1999)

    10.1. Section programme

    There are several suggestions for the open programme :
    • How the cataloguing codes have changed under UBC and UAP
    • Working group on OPAC displays report
    • How to use Functional Requirements study for the teaching of cataloguing
    • Changing cataloguing rules regarding retrospective conversion
    • A local paper from Malaysia

    10.2. Section workshop

    A workshop on multiscript and multilingual issues is planned (UNICODE). It will be a follow-up the satellite meeting held in Madrid in 1993 and the workshop in 1995. We need contact people from différent parts of the world, including Asia.

11. 66th IFLA General Conference in Jerusalem (2000)

    11.1. Section programme

    Suggestions : distance learning

    11.2. Section workshop

    Suggestions for the topic : metadata more concrete on the relationships between the various metada schemes and cataloguing.

12. Conference evaluation

Not many of the SC members can evaluate the simultanous translations. The Open Programme of our section didn't have one. Some participants complained about the quality of the translation.
Most of us miss library visits - there is a suggestion to organise library visits in the evening and not during the day when many WG meet.
Each participant is invited to fill in the evaluation form and submit it to organizers.

13. Other business

    13.1. MLAR

    The second meeting will be held this afternoon (Friday, 21 Aug. 2 p.m. Room F). The revised text of the report has now 20 basic mandatory elements. The question of the "nationality" is still discussed. As for numbering : the next step will be the ISADN. For the moment there is a suggestion to use the existing identification numbers such as Authority record number from the libraries or others existing in the publishing world (audiovisual, music) or copyright organizations, etc.

    The final version will be sent to UBCIM for publishing this year. For more details see Appendix. 13.2. Natalia welcomes people to attend the conference on cataloguing which will be organized in Moscow (April 1999). The name of this 4-day conference is "International and national cataloguing rules : current situation and prospects for development ".
