In the early 1990s, IFLA's Division of Bibliographic Control set up a Study Group on the Functional Requirements for Bibliographic Records (FRBR). Following adoption of the Study Group's recommendations, the ISBD Review Group was charged to initiate a full-scale review of the ISBDs. The objective of this project was to ensure conformity between the provisions of the ISBDs and FRBR's data requirements for the "basic level national bibliographic record" (BLNBR). Work was completed on several of the ISBDs in pursuit of this goal. However, in the course of this project, the ISBD Review Group decided to investigate an alternative approach, one that would concentrate on integration of the various ISBDs into a consolidated edition.

Consequently, in 2003, the Review Group established the Study Group on Future Directions of the ISBDs. The Study Group determined that it was both feasible and useful to integrate the specialized ISBDs into one ISBD. The primary advantage of having a consolidated ISBD is seen as improved coordination of updating provisions as changes are identified for implementation. A consolidated edition will make it possible to make changes that are applicable to different types of resources and that previously could be made in only one ISBD at a time to apply to all types of resources at the same time. In response, the ISBD Review Group charged the Study Group to proceed to prepare a definitive text, and the result is now ready for World-Wide Review.

This draft takes into account the published ISBDs with consideration of updates in the ISBD(CM) prepared after its world-wide review and in the ISBD(ER) following consideration by the Cataloguing Section Standing Committee.

Because the Study Group has worked on this consolidation at the same time that the ISBD(A) has been going through its review process, you are asked not to consider the contents of the stipulations or the examples for older monographic publication in this version. Information for older monographic publications has been included as "place holders" only. It is anticipated that following approval of a revised ISBD(A), the information will be changed in the consolidated ISBD to match the revised ISBD(A).

In the process of merging the seven ISBDs, and taking into account the ISBD(G), attempts were made to match wording as much as possible, also taking into account the stipulations that were considered mandatory, conditional, or optional in the already-revised ISBDs. The order of stipulations has been modified to make the text more logical and consistent. For the integration of all types of resources, general stipulations come first, followed by exceptions or additional stipulations for specific types of resources.

The content and location of the GMD, and the contents of Appendix C, are expected to be changed following recommendations still to be received from the Material Designations Study Group. However, because of time constraints, these were left as they had been previously for this draft.

Some changes you will find are as follows:

The use of prescribed punctuation has been modified somewhat.

Some definitions have been added in a Glossary put at the end, and definitions include those that had been at 0.2 in the ISBDs and those that had been in several appendices in individual ISBDs. Comments on other terms that are needed in the Glossary and proposals for changes are welcome. Definitions are very important of course, so that we all mean the same thing when we use a particular term.

Area 3 has been dropped for electronic resources other than for cartographic resources, notate music resources, and serials.

There were differences of opinion about an area 5 for remote-access electronic resources. Some members thought it important that all resources have an area 5; other thought that remote-access electronic resources should not have this area.

It was decided that examples generally should exemplify only the stipulation being considered. Full examples will be added later, as a supplement, rather than being included in the ISBD itself. Many of the old examples have been deleted, but comments on the choice of what is left are welcome (again excluding those for older monographic resources because those have been re-worked for the ISBD(A) and can be added/changed when that is approved).

"Printed music" has been changed to "notated music" based on comments from the International Association of Music Libraries. This type of music can appear either in printed or in electronic form, so it was thought necessary not to use "printed" music.

It is important to look very closely particularly at stipulations for those resources where the old ISBDs have not been revised, i.e. ISBD(PM) and ISBD(NBM).
