Scope of the Section
The Section groups libraries and library departments that are responsible for and interested in publications, in all formats, more widely available and easily accessible throughout the world. The Section works closely with the IFLA Office of International Lending to achieve the objectives and goals.

Meetings
The Chairman and the Secretary met twice during the report period to prepare the Beijing Conference. The first meeting took place at Göttingen in February 1996 and the second in Berlin on the occasion of a Nordic-German Interlending meeting in May 1996.
During the Beijing Conference the Standing Committee gathered twice. The first meeting was held on Saturday, 24 August, the second meeting on Friday, 30 August 1996. The attendance of both meeting was quite high, i.e. 20 respectively 15 participants.
The minutes have been published in the Section's "Newsletter" (January 1997) and are also accessible on the IFLANET.
Projects
Members of the Section continue to work in its project on "Document Delivery and Interlending in Developing Countries". The project has been split into a Danish and a Norwegian project which are sponsored by the development aid agencies of these countries.
Danish Project
Chairman: Niels Mark, Statsbiblioteket, Aarhus, Denmark
The Danish project is carried out in Ghana, Balme Library, Legon. The pilot project phase has been concluded with a seminar in Ghana in April 1996.
The money for the three-year main project has been made available by the Danish development aid agency DANIDA.

Norwegian Project:
Chairwoman: Kristine Abelsnes, Statoil Library, Stavanger, Norway
The Norwegian pilot project is carried out in Kenya, at Nairobi University. The project has received USD 50.000 from the Norwegian Ministry of Development Aid.
The aim is to establish an Internet connection for document delivery and general information retrieval for Nairobi University Library.

The Danish Project group has held a preparation seminar in Ghana from 15 to 17 April 1996. The papers presented at this meeting have been published in a preliminary form and are obtainable from Niels Mark, Statsbiblioteket, Universitetsparken, DK-8000 Aarhus C, Denmark. A final publication is in preparation.
Conference Programme
During the Beijing Conference our Section held two sessions:
- an Open Forum on "Copyright Questions in Document Delivery and Interlending" on Tuesday, 24 August, 12.30-15.00 during which the following papers were given:

Graham P. Cornish: Electronic Copyright management systems: dream or reality?
Elena Eronina: Copyright and its impact on ILL and document delivery services in Russian libraries
- a whole-day workshop on Thursday, 29 August, 9.00-17.00 on the topic of Charging for Document Delivery and Interlending with the following six speakers giving papers:
Heinz Fuchs: Charging for document delivery and interlending: an introduction
Christopher Wright: Charging for interlibrary loan. From barter to business
Joan Chambers: Determining the cost of an interlending loan in North American research libraries: initial study
Mary Jackson: Measuring the performance of interlibrary loan operations in North American research and academic libraries
Frode Bakken: Charging in document delivery and interlending - the Scandinavian discussion and scene
Graham Cornish: The IFLA Voucher Scheme: an alternative payment method for international ILL
Copies of all the papers are available from the Chairman on request.
Both sessions were well attended with about 50 participants each. There was no simultaneous translation.
Relationships with Other Bodies
The Section cooperates closely with the Office for International Lending and the UAP Core Programme (both Boston Spa, UK). Recent examples for projects are the development of the IFLA Voucher Scheme and the IFLA Fax Guidelines.
There are also close links with the ALP Core Programme which has a consultative status in our African project.
Other Events
The Chairman has organized a workshop on the topic of "Worldwide Librarianship - Examples of IFLA activities" at the Annual German Library Conference at Erlangen in June 1996. He has given a paper on the IFLA voucher scheme. The workshop was chaired by the former IFLA President Hans-Peter Geh. Both the IFLA President and the Secretary General were present.
