Annual Report 1994-1995

Ms Helen Kay Raseroka (University Library of Botswana, Private Bag 0022, Gaborone, Botswana (fax: +(267) 357291; e-mail: raseroka@noka.ub.bw)) was re-elected Chair of the Section on Regional Activities: Africa. Stan M. Made (University of Zimbabwe Library, POB MP45, Harare, Zimbabwe (fax: +(263-4) 335383; e-mail: smmade@uzlib.uz.zw)) was re-elected Secretary of the Section.

Standing Committee and Section Membership

There are eight persons on the Standing Committee from eight countries, one corresponding member, and one special advisor. Henri Sène and Ms Antoinette Correa, as Director and Assistant at the Regional Office in Senegal, are ex-officio members.

Istanbul Meeting

The Section co-sponsored the session organized by the Section on Library Services to Multicultural Populations with the theme, "Collection Development for Libraries Serving African Populations". It also contributed the paper of Lukman Ibraheem Diso to the Open Forum organized by the Division of Regional Activities with the theme, "Enhancement of the Library Profession". It also co-sponsored the session organized by the Section on Library Services to Multicultural Populations.

The Library Profession in Anglophone West Africa: Constraints and Possibilities

Abstract:
The paper examines the obstacles that hinder the development of the library profession in the countries of English-speaking Africa and offers suggestions on how these obstacles can be removed. The main thrust of the paper is that of the image of the librarian, which is a product of many factors, including historical, economic, political and socio-cultural. To address these obstacles, the paper suggests the following:

    1) formation of financially strong but democratic professional organizations and unions;
    2) provision of mass and rural-oriented services;
    3) reorganization and restructuring of library education programmes; and
    4) the establishment of universal rapport.
