Medium Term Programme 1998-2001

Scope statement

The general objective of the Section is to encourage activities related with to access to information and knowledge. The Section gives priority to promotion of literacy, promo-tion of reading, and application of new technologies, as well as to the services of libraries and information centers in the region. The Section maintains close relationships of mutual support and exchange with all the professional groups of IFLA, acting as intermediaries for those groups when they develop activities and projects for the region, and especially, with the ALP Core Programme.

Goals, 1998-2001 - Action Plans, 1998-1999

Goal 1

Stimulate the development of the services librarians and of information in the promotion of reading and literacy.

Actions:

1.1 Organizing a regional seminar on the Manifesto UNESCO for the Public libraries in Brazil. (March/April 1998)

1.2 Publish and disclose the Portugese version of the Public Libraries Manifesto in cooperation with the Section of Africa. 1998

1.3 Organizing a regional shop on the library services for the attention of populations of areas. Colombia. 1998-1999

1.4 Establishing the Guidelines for the evaluation of the information services in the rural communities in collaboration with the Regional division.

1.5 Organizing a workshop on the role of the Public libraries in the promotion of the reading and the writing in indigenous languages, in collaboration with the III Divisions and VIII. Amsterdam. 1998

Goal 2

Favor and support the introduction and planning of new technologies in order to improve the access to the information and the knowledge of the publishes general, in coordination with the UDT programme and the Division of Manage-ment and Technology.

Actions:

2.1 Obtaining and disclose information on the programs of UDT and of the Division of Management and Technology through measuring traditional and electronic media. Second Semester, 1998

2.2 Supporting the identification and popularization of the section in each country.

Goal 3

Promote the formation and bringing up to date of the professionals and para-professionals.

Actions:

3.1 Establishing a program of training placements in Latin America and the Caribbean. 1998-1999

3.2 Organizing courses on strategic planning for the administration of information.

3.3 Organizing and celebrate a seminar on Tools for the Development of the Libraries in the countries of South America. 1999

3.4 Giving pursuit to the projects proposed at the Seminar of Martinique on the part of the members of the Committee of the Subregion of the Caribbean.

Goal 4

Carry out actions to encourage the organization and effective management from the professional associations.

Actions:

4.1 Compile and disclose information on the in the region results of the investi-gation on the professional Associations in the region.

4.2 Organizing a seminar on administration of library associations, in collabor-ation with the Round Table of Library Associations. 1998.

4.3 Disclosing the guidelines of the Round Table of Library Associations.

Goal 5

Promote the normalization in the library activities of the region.

Actions:

5.1 Supporting and popularization of bibliographies on norms used in the region.

5.2 Supporting translation in the Spanish language of the published works by IFLA.

Goal 6

Formulate and execute a program of promotion of IFLA aimed to receive new members.

Actions:

6.1 Distributing the promotion material of IFLA, like the Newsletter of the Section for the traditional and electronic means.

6.2 Increasing the contacts with the most important institutions in the region.

6.3 Increasing the participation in the professional meetings local in order to promote IFLA.

6.4 Promotion and increasing the publication of notes on IFLA in the pro-fessional national bulletins.

6.5 Making a preliminary study with a view to the production and edition from a video on IFLA, ALP and the regional work.

Goal 7

Identify and make accessible of the intellectual production on librarianship and information sciences in the region.

Action:

7.1 The Section will publisize INFOBILA and their services in the region. Promoting the use of INFOBILA and periodic evaluation of their results.

Goal 8

Coordinate actions for the preservation and conservation with the Regional center.

Actions:

8.1 Promotion of PAC Regional Center located in Venezuela.

8.2 Publishing the Programs of the PAC Regional Center in the Newsletter from the Section.

8.3 Informing and request information in the countries of the region on conservation and preservation.
