Dear friends of the Management and Marketing Section :

Like all of you I came back from Bangkok with excellent memories : the Conference was excellent, the food was great, and the warm welcome from the people of Thailand was fantastic.

As the new Chair of the Section, I would like first to thank our previous officers Michael Koenig and Patricia Layzell-Ward for their fantastic work during the last years. They were in charge of the Management Roundtable when it was transformed into the Section of Management and Marketing and we all know that their contribution to the success of this process was crucial. Their dynamism have been an inspiration for all of us in the organisation of several activities and projects. Under their guidance our very young Section became one of the most active among IFLA. We hope that they will be able to work with us for a long time. I thank them again for all they have done.

I was very honoured to be appointed Chair and I would like to thank all the members of the Section for their support. I am confident that with the precious help from the two other officers, Christina and Marielle, we will be able to take on the challenge left to us by Mike and Patricia. Indeed, this leadership provided by Mike and Patricia was so stimulating that we have elaborated a lot of new and exciting projects for the next years. Our first objective is the Conference in Jerusalem where we will have three activities : a pre-conference satellite workshop on marketing libraries which will be held at Haifa University, an interesting full-day session on management of change entitled "From Library Automation Systems to Digital Libraries" and a workshop on "Using Statistics to Improve the Marketing of Your Library". More details on this program will be given to you inside this newsletter but prepare yourself for a very active Conference in Jerusalem and I hope all of you will be able to join us.

Then we will head for Boston in 2001 ! Our program is not yet completed but we already have several ideas on which some of you are already working. One thing is sure, there will be again a pre-conference satellite which will be held in Quebec City (my hometown !) and where we will discuss the importance of education and research in marketing and quality management in libraries, with librarians and library educators from all over the world.

In order to discuss all these projects I invite you to come to our first mid-year meeting that will be held in Paris on March 21 and 22, following the invitation made by Thierry Giappiconi (who can't wait for you to visit his new library…) and Marielle de Miribel. Part of the meeting should take place in the new Bibliothèque nationale de France. Our friends in Paris will also propose to you some social, cultural and touristic activities. Please feel welcome to attend even if you are not a member of the Standing Committee : we need everybody's input ! (And Paris is so wonderful at this time of the year…). Again you will find inside this issue the complete program of our meetings. One more thing before I leave you, IFLA membership renewal is underway now : I would like everybody in the Section to try to recruit new members. We have raised our Section membership in the last year but we can make it even better. Ask your colleagues who are IFLA members to select our Section in filling out their membership form. And ask those who are not members to become one and to choose our Section ! You know this is important because our funding is linked to the size of our membership.

Previously Chief Information Officer at the Culture and Leisure Department in Lund (1996-1998), I am now Librarian for public service, user éducation and marketing, at the Malmö University Library. I was also secretary of the Committee of Marketing and Information at the Swedish Library Association from 1987 to 1998, and pushed hard for the presence of marketing in IFLA. Previously youth head librarian, I was from 1989 to 1997 secretary and member of the Standing Committee of the IFLA Children's library section ; I collaborated with Rejean Savard and Christina Tovoté at the creation of the M&M section, together with the Management Round table. I am now teaching and organising courses in topics related with youth services, teaching to adults and communication (organization and interpersonnal communication) for public and academic librarians. I tried to demonstrate in thesis that if librarians may know how to develop information services, they don't succeed so much with communication process.

I am the Executive Director of the multitype library system serving the city of Chicago, the Chicago Library System (CLS). My members include 250 special, 500 school, 58 academic libraries and the Chicago Public library. The purpose of CLS is to provide resource sharing, delivery of interlibrary loan materials, continuing education and training for library staff, consulting, grants and automation services to member libraries. I also serve on the American Library Association Executive Board.
I think that good management and marketing of our libraries is crucial to the success story of our libraries. Library schools in the U.S. don't do enough to teach either of these topics. The M&M standing committee of IFLA helps to bridge that gap of knowledge.

I am head of a Russian NGO acting in the area of Information Society development. My background goes back to the Russian State Library (RSL) - the second largest library of the world where my career had gone up from an assistant acquisition librarian (1985) to the acting director (1996). I have an experience in managing a large library (2,500 people) and large programmes (RSL Modernisation Programme under the auspices of UNESCO).
My interest in being involved in "M&M" is to collect and to share experience in managing hybrid-present and digital future of libraries which are one of the most important components of the forthcoming Information Society.

Qualified as a chief librarian, I am the director of Fresnes Public Library. I also conduct library research, utilizing the Fresnes public library as a demonstration model.
I am a member of international (ISO TC 46/SC 8WG4 "International standart ISO 11620 : information and documentation : Library performance indicators" and the International Network of Public Libraires of the Bertelsmann Foundation ; and national ("Evaluer pour mieux gérer" about the improvment of management decision software, "Poldoc" about the improvment of Conspectus method) working groups.
I am the co-author (with Pierre Carbone) of Library Management Guidelines, and has published articles in library and information journals in several langages. Linking research and practice, I successfully direct what is considered an innovative public library in a south suburb of Paris. The library's new building provides opportunity to improve and develop best practices of library management, as well as influence trends within international library circles. I improve performance evaluation measures through theory development, and daily practice within a real library setting. Fresnes public library is considered 'standard-setting' in France and Europe.
Involved in IFLA since 1990, I have been a member of the Public Libraries section (as a member of the working group on UNESCO Manifesto for Public Libraries), and since 1999, a standing member of the newest IFLA section, "Managment and Marketing."

I had a twofold objective for joining the Section. On the one hand, as a practicing library manager I firmly beleive that management and marketing skills are important " survival tools " for our profession. On the other, I have a personal interest in dealing with theoretical and practical issues of how to obtain and apply these skills in libraries. It is my feeling that the Section is playing quite a significant, catalytic role in this area and I hope that based on my previous professional experiences I will be able to contribute to the activities of the Section.

Having a long interest in management, especially of information and library services, I found myself sitting around a table at IFLA in Cuba and becoming a member of what was the RT. Now I am editor of Library Management and the website - Library Link, and also have a different role in chairing independent review panels for National Health Service complaints in Wales. Many of the complaints arise from the problems of managing very large and complex organisations.

I'm Director of the National Library of Norway, Oslo Division. Most of my earlier library experience is from Public libraries. I have also been President of the Norwegian Library Association and Chair of IFLA PB. I have always had the opinon that libraries have been too invisible in society. I'm director of libraries at a university in Texas. Understanding who our users are and what their expectations are is very important to our success. These are basic aspects of marketing. Meeting their expectations through good careful management practices is also important. Our section helps me to do both of these.

Revision of the Medium Term Program

Report by Patricia Layzell-Ward

Scope Note

The Section on Management and Marketing has an enabling role for the study and research concerning management and marketing issues within library services and systems. It collaborates with other IFLA Sections in applying management and marketing theory and practice to specific types of services and operations throughout the world. A particular concern is to identify emerging theories and practices which may impinge on libraries, and to ensure that managers are made aware of these developments in order to anticipate change, and promote best practice. The Section works with educators and trainers to promote the inclusion of management and marketing studies in the curricula, especially in developing countries. Its activities bring together practitioners, educators and researchers in the fields of management and marketing to exchange ideas, knowledge and experience.

Goals 1998-2001

The goals are to :

  1. provide a firm foundation for the Section within IFLA = Membership in 1999 : 100
  2. facilitate the application of management and marketing theory and best practice, working strategically with other bodies having similar interests within and without IFLA = Workshops held in 1998/9 to diseminate best practice in marketing and performance measures, working with an ILS school in Thailand, participation in a colloquium in Burkina Faso, and within the conference programme. = Joint project of workshops on marketing to be published by K.G. Saur.
  3. illuminate new research and identify general trends in management and marketing = Annual reviews of the general literature of management published in IFLA Journal = Glossary of terms in marketing developed in English which is being translated into other languages
  4. disseminate information about trends in research and practice = A toolkit for managers has been published by K.G. Saur. A review of the literature of change management is near completion
  5. assist educators and trainers with the development of appropriate curricula. = An investigation is to commence into the teaching of management and statistics in first qualification courses

Action plans 1999-2001

The plans are to :

  1. Carry on the development of communication strategies and tactics in order to consolidate the establishment of the Section (1)
  2. Keep on working with other Sections and relevant bodies to develop workshops and projects (2 and 3)
  3. Maintain a publication program together with adequate dissemination of information through the web concerning marketing and management of libraries (4)
  4. Complete the projects in progress, and identify new projects. Current projects include :
    • completion of the bibliography on change management
    • completion of the international glossary of marketing terms applied to libraries
    • survey on the teaching of management in schools of library and information science
    • pre-conference / satellite marketing workshops to be organized in 2000 in Israël
    • session on change management in Jerusalem together with the Information technology Section.
    • session on evaluation and statistics as a marketing tool in Jerusalem together with the Statistics Section
    • pre-conference on marketing and quality management education and research to be organized in Québec before Boston in 2001 together with the Education and training Section
    • meeting with the National libraries section for 2001
    • meeting with University and research libraries Section and the Roundtable on Marketing academic libraries in 2001
    • session on knowledge management for 2001
    • study the creation of a marketing and public relations award by the Section and IFLA

1.Apologies for absence

2. Minutes of meetings held in Amsterdam 1998 The minutes were approved.

3. Report from the Chair

The Chair thanked members for the teamwork that had resulted in a number of activities and output. The membership was now 103, which would provide increased funding. The Chair of the CB was warmly thanked for his support and advice. Administrative matters were reviewed.

4. Election of officers

It was agreed that the posts of Secretary and Treasurer would remain combined, and a third position of Information Co-ordinator/Public Relations be created. The current officers indicated that they would stand down. Rejean Savard, Christina Tovote and Marielle de Miribel were elected by acclamation as Chair, Secretary/Treasurer and Information Co-ordinator/PR respectively.

5. Reports on events in Bangkok

J. Berry reported on a very successful satellite meeting held at Srinakharinwirot University. The staff of the Department of Library and Information Science had provided excellent facilities and arrangements. VTLS funded a gala dinner and 3M provided bags for the course materials produced by C. Koontz. This included a workbook donated by the Arthur Wilder Foundation. A number of members of the SC had been a presenter. The evaluation feedback was positive. The 17 registrants had requested that a listserv be set up and A. Calabrese would organise this. C. Koontz received special thanks for her contribution. The possibility of offering the program in Amman would be explored. The Open Meeting to be held with Multicultural Populations had 5 speakers and would be chaired jointly by C. Lux and M. Tapinen. Members of the SC had translated the papers into all IFLA languages. The workshop on "Strategic management and public policy" would have 4 speakers and the workshop on "Performance measures and marketing" 5 speakers. The Friends and Advocates DG has an excellent program. The Chair thanked all organisers for their work.

6. Financial Report

The Section had overcome its deficit and was now in credit.

7. New projects

Two draft proposals would be reviewed at the second meeting. The Chair called for additional projects.

8. Revision of the MTP

Brief discussion took place that would continue during the week. T. Giappiconi put the case for the Section to co?ordinate activity across the Sections referring to the overlap of interests in performance measures.

9. Program for Israel

T. Ershova proposed "Building change management and skills for the information age". This would focus on how IT is changing work in libraries requiring new approaches to management, and how we can use IT more effectively through marketing to increase the visibility of libraries. Suggestions for speakers to come to the second meeting. The National Libraries Section had proposed a joint workshop on "Marketing national libraries", and Statistics a joint program on "Developing a marketing plan." It was agreed that the section would co?sponsor if the requesting groups organised the programs.

10. Program for Boston 2001

The theme of "User education and marketing" was proposed for the Open Meeting. A Discussion Group on Marketing Academic Libraries will be formed. Workshops were proposed on "The evaluation and management of libraries", "Information literacy and marketing university libraries" and "Human resource management" ? the latter jointly with Education and Training. M. Koenig will explore the possibility of a pre?conference workshop on Knowledge Management.

11. Other Matters

C. Koontz reported on the successful Colloquium on the Management and Marketing of Information Systems in Africa held in Burkina Faso in January 1999 organised by Rejean Savard. T. Giappiconi invited the SC to hold a Spring meeting in Paris in Spring 2000.

    2. Minutes of meeting held 21st August 1999 The minutes were approved.

    3. Confirmation of the agenda The agenda distributed at the meeting was approved.

    4. Report from the Chair Claudia Lux was congratulated on her election to the Executive Board.

    5. Report on meetings held in Bangkok The papers at the Open Meeting had been well received with 207 people attending at least one paper. One speaker was not able to be present. Attendance at the workshops was limited by the size of rooms allocated, and people had been turned away. Despite the packed rooms the sessions had been interactive, and both themes were clearly of great interest to the participants. Members of the SC felt that workshops were intended for smaller groups. Russian colleagues had welcomed the programmes but felt that there had been a language barrier. SI would be appreciated.

    40 people had attended the Discussion Group on Friends and Advocates successful programme. SC members had attended a session on "Marketing academic libraries" and it had been decided to form a Discussion Group, which would be cosponsored by Marketing and Management and University and other General Research Libraries. T. Wilding is moving this forward and a listserv will be set up.

    6. Revision of the MTP A short meeting was held during the conference that reviewed the current plan. It was agreed that the goals should be retained with the addition of research. The action plan would be adapted by the Chair and Secretary and emailed to SC members for their comments. This must be completed by October 1 to go to the PB meeting at the end of 1999 for approval.

    7. Proposals for future programmes The incoming officers had prepared a list of proposals made by colleagues.

      7.1. A satellite meeting for IFLA 2000, based on the Bangkok satellite meeting, would focus on academic and national libraries and be held in either Haifa or Amman. C. Tovoté to progress.
      7.2. A joint meeting would be held with Statistics, on "Evaluation and/or statistics as a marketing tool" for IFLA 2000. Dean Jue of the Statistics Section to progress.
      7.3. A joint workshop with National Libraries, probably for IFLA 2001. Will be discussed with National Libraries. C. Tovote to progress
      7.4. A joint workshop with University and Research Libraries on "Marketing the librarian" or "How to make the library visible through courses in information literacy" for IFLA 2001. T. Wilding and C. Tovote to progress.
      7.5. A joint satellite meeting with Education and Training in Montreal 2001. Details had been circulated earlier. Funding will come from a range of sources including the CB or PB. R. Savard to progress.
      7.6. A session on Knowledge Management to draw on experts in the Boston area for 2001. M. Koenig to progress. Note : Members of the SC were reminded that the PB had treated the Section favourably in granting several time slots for workshops. This generosity might not continue, and only one half day time slot might be allocated at each conference. It was suggested that the marketing workshop could be offered on a two-year cycle.
      7.7. A project on human resource management T. Wilding indicated that human resource management had not received much attention by the SC to date. Staff development, technology competencies, planning to maintain competencies etc could be discussed. T. Wilding to develop.
      7.8. Marketing in Africa it was hoped to raise funds for a workshop, possibly to be held in Ibadan. It will involve the ALP. R. Savard to progress.

    8. Programme for the Open Meeting for IFLA 2000 T. Ershova outlined a programme that would follow the theme of "Strategic management: building change management and skills for the information age". A number of speakers had been identified. A joint meeting with the section on Information Technology had been proposed, but given the number of speakers it was suggested that the two Sections should each have its own meeting, but linking the theme.     9. Programme for IFLA 2001 No discussion took place concerning the development of this programme that is needed for approval by the next meeting of the SC.

    10. Spring meeting in Paris T. Giappiconi invited members of the SC to visit his library in the Spring of 2000.

    11. Project reports

      11. 1. Claudia Lux - Change management 200 titles of documents had been retrieved which will be reduced to 30-40 titles. This will be distributed at the end of 1999. It was suggested that an article be produced to disseminate the findings beyond the SC.
      11. 2. C. Koontz - Glossary of marketing terms A revised edition was distributed. An offer was made by P. Hegedus to translate it into Hungarian. C. Koontz would appreciate offers for translation into other languages.
      11. 3. C. Koontz - Keynote papers on marketing Further input was requested. P. Hegedus will provide a list of papers from Hungary.
      11. 4. M.Koenig - Toolkit for librarians This had now been published by K.G. Saur in the IFLA Publication Series No. 86 as Information Driven Management Concepts and Themes: a Toolkit for Librarians. ISBN 3-598-21815X. Price DM 51.00 to IFLA members.
      11. 5. A. Calabrese, M. Koenig and P. Layzell Ward Papers resulting from three projects have been published in IFLA Journal.
      11. 6. R. Savard - Proceedings of marketing workshops in Copenhagen. The manuscript is with IFLA HQ and K.G. Saur will publish it in November 1999.

    12. New projects The SC endorsed the proposals for projects developed by R. Savard and P. Layzell-Ward and M. Koenig. T. Wilding is developing a new project with LAMA and the Library of Congress on Core competencies for library managers and directors.

      13. 2. An international Award J. Berry proposed the setting up of an international award for marketing materials on the lines of the John Cotton Dana Awards which might be implemented in 2-3 years time. A possible sponsor had been identified. J. Berry will progress.
      13 .3. Translations in Spanish L. de Feria offered to organise the translation of section publications into Spanish.

The Opening Meeting of the Section Held in Bangkok

The Open Meeting, held jointly with the Section on Multicultural Populations, took as its theme : 'Managing Diversities with Multicultural Users and Different Staff'

The papers presented were: Maud Ekman (Eskilstuna County Library, Sweden) To reach multicultural users in libraries

Tasana Saladyanant (Associate Professor, Library School at Changmai University, Thailand Meeting the needs of multilingual and indigenous library users in Thailand

Heather Edwards (University Librarian), Ellen Tise, Di Man (Wits-University, South Africa) Managing multicultural staff in a South African University Library

Claudia Lux (Berlin Central and Regional Library, Germany) Managing library staff from a different cultural background - the east-west conflict in Berlin

John Mohi (National Library of New Zealand) A New Zealand perspective on managing cultural diversity

The excellent session attracted some 207 participants who attended at least one paper. We came away with a deeper understanding of the issues to be considered in providing multicultural library services, and of managing a multicultural staff. The papers are well worth reading and all of them are available in the IFLA languages on the Section's pages of the IFLA website. The Section's warm thanks are due to Dr Claudia Lux for liasing with Multicultural Populations to put the programme together.

The Workshop "Marketing Your Library"

The workshop "Marketing Your Library" sponsored by the Management and Marketing Section of IFLA, was held at Srinakharinwirot University, in Bangkok, on August 19 and 20. Approximately 15 participants from countries ranging from Thailand, Guam, Chile, Greece, China and Pakistan, attended. Committee members took turns teaching the workshop, which was evaluated by the class as successful.

The marketing workshop covered the following :

  1. an introduction to marketing from a business point of view, by Don Leslie from 3M;
  2. a development of a framework for learning within the workshop by Alexis Kartesian, a private consultant from Chicago; 3) the components of a marketing model, including development of mission and goals, and a SWOT list, marketing ressearch and market segmentation, development of the 4P's (price, place, promotion and product),
  3. and marketing evaluation was delivered by committee members Christie Koontz, Thierry Giappiconi, Rejean Savard, Dean K. Jue, Christina Tovote, and Marielle Miribel.

John Berry and Alice Calabrese coordinated the workshop's logistics and organization quite sucessfully, despite the difficulties of long-distance. The faculty at the Bangkok university were extremely, supportive, and the facility was excellent for the workshop. The committee decided to replicate the workshop, prior to next year's IFLA meeting in Jerusalem, probabaly at a university in Haifa.

Marketing Academic Libraries

How do we draw attention to our university or college libraries and their services? Are we visible inside and outside campus? Do we ever take the leading role and show how important we are for the success of the students performance? Should we not take advantage of all our new information technology and peep out of our sometimes dusty shelters if we are old and traditional or avoid doing the same mistakes if we are newly established? We have to do it today, otherwise the students will choose more attractive places and even other universities. In my own university, the only one and a half year old Malmö University in Sweden we have had a nation wide seminar called "New universities - new academic libraries. How do we make ourselves visible?" a lot of good examples were launched there.

After each session on marketing in our M&M section we have said to each other, Tom Wilding and I, that we ougt to do something special for our academic colleagues. And so on the 22nd of August in Bangkok we had our first meeting in the Discussion Group on Marketing Academic Library Services. That is to say that this group was formed in that meeting but it had been predeeded by a lot of informal talk and mails about the issue. There was a rather good attendance and a discussion about our new services such as academic press, digital courses in information retrieval, partnerships with the community and of course our new role as a learning resource centre with all our excellent information technology facillities: scanning, colour copying, CD-burning, digital photography etc.

Four topics were suggested for further focusing in sessions and workshops at IFLA conferences: Which kind of marketing can an academic library leave out? Were do we find good examples? How do we engage marketing professionals outside our own world? and Fund raising. The Section on Management and Marketing will certainly come back to these issues in future conferences and the first opportunity will be in Haifa on our pre-seminar, which focuses on academic libraries. For Boston we have plans to do something on how to use the very modern information literacy courses in the marketing as a whole and I would be very grateful for suggestions for the program from all of you.
