Greetings from the Chair - Michael Koenig

I am looking forward to the Bangkok meeting with very mixed emotions. Of course it will be a most enjoyable meeting in that part of the world that I have always wanted to visit, and the Section (I started to type Round Table) on Management and Marketing will have a major role to play. It will however be my last IFLA meeting as Chair of the Section. I have very much enjoyed being Chair, and I would be other than normal if I weren't pleased at our elevation from Round Table to Section, and at the fact we were singled out for comment at the closing session of the Amsterdam IFLA meeting for the "remarkable" level of our activity. That activity though, would not have been possible without remarkable energy and effort from the members. There are so many people that could be singled out, but in particular we have been well served by exceedingly competent Secretaries, David Clements and Pat Layzell Ward. I am sure that we will keep that momentum up, and I hope exceed what we have done so far. Remember - we need new officers, and remember also to talk up membership, we are just shy of the number of members we need for that next tranche of IFLA money.

A note from the departing Secretary/Treasurer - I resisted the temptation to edit Mike's message! Thanks - it has been a pleasure to be an officer in a Section where so much is happening. Experience in other Sections has been that the Secretary had an easier ride - but in this one there is great energy and enthusiasm. Thanks to everyone for support and input.

Colloquium

Yawo Assigbley and Rejean Savard, members of the SC, organised a bilingual scientific colloquium "Management and marketing of information systems and services in Africa: apply, adapt or reinvent" which has been held at Ouagadougou, Burkina Faso 5-7 January 1999. A report will appear in the next Newsletter.

Section Projects

All of the earlier projects funded by the CB and the PB have been completed and reports sent to IFLA HQ.

Michael Koenig's Toolkit will be available shortly as an IFLA publication from Saur.

A report on the highly successful marketing workshops, held over the past three years, is being edited by Rejean Savard and will be published shortly.

The CB approved all of the new Section projects. The amounts requested were awarded in full: we scooped fls 2950 out of fls 4450 allocated to the Division.

Claudia Lux
fls 950 for a project on "Change management: a global perspective" which will draw together examples of change. Please let Claudia have case studies of change in your country, or good contacts as soon as possible as the project has a short time frame.

Christie Koontz
fls 1000 for further development of the "Glossary of marketing terms". This will extend the English language version, and commence a translation into the IFLA languages. The sum awarded is welcome, but small for the work anticipated. Offers of help from colleagues who can help with the translations will be very welcome.

fls 500 for work on "Keynote papers in marketing" - again input from members will be appreciated in identifying papers for inclusion.

fls 500 for work on the general review of the management literature.

New project proposals for funding which would commence in 2000 should be sent to the Secretary before the Bangkok conference, for submission to the SC.

Elections to the Standing Committee and Section Officers

1999 is an election year for the majority of the SC members and they have been notified of the procedures. Other members of the Section wishing to stand for election should contact IFLA HQ for a form. The Chair and Secretary/ Treasurer are not standing for another term as officers. The functions of Secretary, Treasurer and Information Officer have been carried out by one person during the transition from Round Table to Section, but given the growth in activity it might be sensible for the SC to consider separating the three functions. The matter will be discussed in Bangkok.

Programme for Bangkok

The Section has a range of programs on offer.

The Open Meeting will be held jointly with the Section on Multicultural Populations and the theme is 'Managing Diversities with Multicultural Users and Different Staff'

Two half-day workshops will be scheduled within the conference programme:

Performance measures and marketing
Strategic management and public policy

A three-day workshop on marketing is planned for August 18-20 in Bangkok. It is designed to be an informal, lively two-way discussion of marketing principles as applied to libraries. Course materials will include reading lists, articles, a glossary of terms, exercises and case studies. By the end of the program the participant will have completed, in class, the essential elements of a marketing plan. The registration fee is expected to be between US$50-75 per person.

The Friends and Advocates of Libraries Discussion Group will also meet during the conference. They had an exceptionally high attendance at their meeting in Amsterdam that reflected both the growing interest in this topic, and the quality of their speakers.

Revision of the Medium Term Programme

The Medium Term Program will need to be revised this year. Input from members of the Section will be welcome, as the matter will be discussed in Bangkok.

Can't get to Bangkok?

If you can't get to Bangkok you can still participate in the decision-making by sending comments and input to the Secretary/Treasurer who will put them forward to the SC. Please send input by mid-July to allow for the preparation of paperwork for the committee.

Call for Papers for IFLA 2000 in Israel

The Section has been setting themes for Open Meetings in advance, and those wishing to present papers should take note of the theme when considering the offer of a paper. Organisers of workshops may also welcome offers of papers that fit the theme of their programme. Themes are set two years ahead to allow for the offer of papers, and a working group nominated by the SC selects papers. The theme selected for the Open Meeting will be 'Change Management and Changing Organisations'.

A joint workshop with the Section on IT is planned with a theme of 'Change management and building skills for the information age' - offers of papers to Tatiana Ershova ershova@risi.ru. A second workshop is expected to be held on 'New technologies to assist marketing' - offers of papers to Christie Koontz ckoontz@opus.freac.fsu.edu

New Members are Very Welcome

We need to increase the membership of the Section. One way of doing this is for you to place a news item in the newsletter or journal published by your national library association. There is plenty of information to use from this and earlier newsletters. Word of mouth is also highly effective. We are the Section about marketing and should be able to increase our numbers!

Checklist for Action

  • Have you registered for Bangkok?
  • If you are a member of the existing SC - have you checked flights so that you will arrive in time for the first meeting of the SC, and still be there for the final meeting? This is the one that will elect new officers who take office at the second meeting of the SC. Timetables for meetings are not yet available but are expected to follow the programme for last year.
  • Have you looked at a map of Bangkok before confirming your hotel reservation? SC meetings can be held early in the day and Bangkok is a large and busy city.
  • Please look at the MTP for the Section and send suggestions for revision to the Secretary by mid-July.
  • Do you have a news item for the next Newsletter?

The Next Newsletter

The next Newsletter will be issued in July and will note matters to be discussed in Bangkok. Contributions are welcome - news, changes of post, new publications in the field of library management etc. - to the Secretary by 1st July please.
