Strategic Plan for 2002-2003
Scope:
The Round Table on Mobile
Libraries is concerned with all aspects of mobile libraryoperations,
collections, services, training, research, and technology in all
geographical areas. This includes all forms of moving information
systems by land, by air, by water, or by electronic transmission.
Mission
The Round Table promotes and develops mobile
libraries activities worldwide, particularly in those countries which
have few or no mobile libraries. It promotes equity and access to
innovative services; fosters awareness of the importance, value and
special nature of mobile library services by furthering the knowledge
of mobile library
services, by raising awareness within the library community about the
special nature of mobile services, by encouraging the use of mobile
libraries to meet the needs of disadvantaged members of the
communities, and by undertaking programs to foster international
understanding of the role of mobile libraries.
1.0 Objectives: To promote the importance and value of mobile
library services foreffective equity of access to information,
education, research,
recreation, and cultural inspiration.
Strategy:
1.1 Collect, evaluate and disseminate current
research
regarding development in mobile library services.
2.0 Objective: To collect, assess, and disseminate
information worldwide on best practices in mobile library services.
Strategies:
2.1 Investigate best practices in mobile library
services for
physically challenged
2.2 Maintain currency of information on technology
developments in mobile library services
2.3 Monitor research into satellite communication of mobile library
services
3.0 Objective: To promote regional, national, and
international initiatives to
improve/create literacy and library services via mobile libraries
Strategies:
3.1 Research, write and present papers related to
the use of mobile libraries to improve literacy and library services
3.2 Represent IFLA Round Table on Mobile Libraries at Conferences,
workshops, seminars, project development,
projects and initiatives
3.3 Work with appropriate organizations, institutions, agencies and
foundations to bring support for projects of the Round Table and
collaborating organizations, sections, and round tables
3.4 Promote the Round Table as a cost effective, flexible and innovative
way of providing library services for literacy and lifelong learning
3.5 Encourage international, national, regional, and local seminars,
workshops, conferences, and projects
3.6 Liaise with conference organizers and Library Associations to
provide national conferences on mobile libraries with international
content
4.0 Objective: To encourage and contribute to the
use of indigenous initiatives to provide and disseminate information,
education, and culture
Strategies:
Design and conduct workshops/seminars on creative
authorship by
library users or all ages and all segments of the population
5.0 Objective: To develop local indigenous content
through local, regional, national, and international authorship among
all segments of the population in all regions
6.0 Objective: To promote the work of the Round Table through
anniversary
celebrations
Strategies:
6.1 Plan an anniversary celebration for the Round
Table
6.2 Compile, publish and disseminate historical information about the
Round Table on Mobile Library Services
6.3 Plan oral history projects related to mobile
library services
7.0 Objective: To promote international guidelines and standards for
mobile
libraries in a technological environment
Strategies:
7.1 Plan and cosponsor expert meetings on the role
of mobile libraries in literacy development in remote and urban regions
7.2 Develop guidelines for non-motorized mobile
libraries
7.3 Develop guidelines for electronic mobile
libraries
8.0 Objective: To provide professional advice on
the establishment and
development of mobile library services
Strategies:
8.1 Contribute to and produce professional
publications on the
need for and value of mobile libraries
8.2 Research, compile and publish updates to the 1990 annotated
bibliography on mobile libraries
8.3 Compile and distribute a list of listservs
8.4 Develop a Homepage for the Round Table on Mobile Libraries
9.0 Objective: To promote the use of mobile
libraries in cross-types of library
initiatives in the provision of access to information, education, and
culture for lifelong learning
Strategy:
9.1 Conduct/cosponsor a regional seminar on the
use of mobile
libraries to provide access to information, education, and
culture for lifelong learning
10 Objective: Advocate the use of mobile libraries
to serve the needs of special
populations such as women, families, indigenous
peoples,unemployed,elderly, school dropouts, school leavers,
homeschoolers, and minority groups
Strategy:
10.1 Provide and participate in regional,
national, and/or international programs on mobile library services, or
programs that provide opportunities for networking toward the
development of mobile library services
11.0 Objective: To assure, whenever possible, that
information is made available by mobile library services to peoples of
all languages
Strategies:
11.1 Promote, encourage and contribute to the
translation of
materials
11.2 Encourage members of the Round Table and the
International-community-at to contribute to the translation
initiatives
12.0 Objective: To provide current contents on the
Internet about the latest
developments on mobile library services
Strategy:
12.1 Conduct tutorials, workshops and seminars on
access to
information via the Internet
13.0 Objective: To encourage, promote and
contribute to the development of
unique innovations in mobile library services
Strategy:
13.1 Design, assess and disseminate information
about unique community-based library services
14.0 Objective: To promote research and
publication on all aspects of mobile
library services
Strategy:
14.1 Conduct research, publish and report on
development in
mobile library services.
