The radical change in the operational environment of libraries has set new challenges for library leadership and management. The traditional method for libraries has been collecting a substantial amount of statistical data. This is no longer enough for modern management. New ways of analysing efficiency, impact and outcomes measurement are needed to obtain better data and information for marketing and managing as well as demonstrating the impact of libraries. In addition to the quantitative data, one also needs qualitative data and methods of identifying users' needs.

A brand new FAIFE Spotlight has just been released. The Spotlight is titled "Venezuela's National Library as the Nucleus of a National Library System (IABNSB) in the 20th century and its gradual dismantling in the 21st century" and has been written by Anabel Torres, a poet, writer, translator and interpreter in development issues and Sub-Director of the National Library of Colombia 1983-198.

IFLA Statement on a Proposed Consensus Instrument at the 22nd Session of the Standing Committee on Copyright and Related Rights

On Monday 20th June IFLA made a brief statement on the proposed consensus instrument that has been produced during negotiations on copyright exceptions for persons with disabilities. This working document instrument is being co-sponsored by Paraguay, Argentina, Mexico, Australia and it could provide the basis for a possible Treaty. The SCCR meeting is scheduled to finish on Friday 25th June and discussions are ongoing. The IFLA statement was made by the Chair of CLM, Winston Tabb.
