Call for Papers: Worldwide Open Access Mandates and Policies

The Serials and Other Continuing Resources Section (SOCRS) invites colleagues to submit proposals for its two-hour open session at the IFLA World Library and Information Congress (WLIC), Dublin, Ireland, 15-22 August 2020.

Increasingly, the governments and private organizations which fund research are mandating that the research outputs they support are made available as Open Access content. This naturally has a very direct and relevant impact on serials and other continuing resources which are a crucial part of scholarly communication and are increasingly subject to these mandates. Exploring the various ways these mandates impact scholarly communication, especially with regard to serials and other continuing resources, is vital for understanding both the current scholarly communication environment and how it is developing.

Topics

We invite papers that address any one or more of the following topics related to mandates for Open Access:

  • Role of governments in mandating OA publishing, e.g. Plan S
  • Role of private funders in mandating OA publishing
  • Effects on the publishing environment
  • OA publishing models: native OA serials and the process of converting from the subscription model to open access
  • Mandates fulfilled by deposit or sharing of author manuscripts
  • OA business models and financial sustainability: Article Processing Charges (APC), public and private funders role and sponsorships
  • How does the development of OA serials under these mandates affect long-term preservation?
  • Impact of OA mandates on the growth and development of Open Science
  • Creation and distribution of metadata for these OA serials

Language of the session:

Papers should be original works written in English. However a translation in any of the other IFLA official languages: Arabic, Chinese, French, German, Russian and Spanish will be welcome. Papers would be presented in any of the IFLA official languages. Simultaneous translation is not guaranteed; therefore, presenters are encouraged to provide the PowerPoint in English to facilitate understanding of the ideas presented.

1 March 2020: Proposal submission deadline

15 April 2020: Notification to submitters (this date has been updated from April 1 to April 15)

1 June 2020: Deadline for authors to submit completed papers

Submissions and Selection Process

If you are interested in submitting a paper proposal, please provide the following in English:

  • Name(s) and affiliation(s) of author(s)/presenter(s)
  • Proposed title of the paper
  • Proposed abstract of the paper (no more than 500 words)
  • Brief biographical information of all author(s)/presenter(s)
  • Contact information, including email, of all author(s)/presenter(s)

Please note:

At least one of the paper’s authors must be present to deliver a summary of the paper during the program in Dublin. Abstracts should only be submitted with the understanding that the expenses of attending the conference will be the responsibility of the author(s)/presenter(s) of accepted papers.

The paper must be an original submission not presented or published elsewhere. All papers that are presented at the WLIC 2020 will be made available online via the IFLA Library under the Creative Commons Attribution 4.0 license.

Authors of accepted papers must complete the IFLA Authors’ Permission Form.

All expenses, including registration for the conference, travel, accommodation etc., are the responsibility of the authors/presenters. No financial support can be provided by IFLA, but a special invitation letter can be issued to author(s)/presenter(s) of accepted papers.
