Digital technologies have dramatically changed our lives. However, the physical access to these tools alone does not guarantee that virtually all people can take full advantage of the opportunities they provide to receive, apply, share, and produce information.

Just as basic reading and writing literacy – the ability to understand and absorb information – is a prerequisite for successful participation in society, the realization of the potential of Information and Communication Technology (ICT) for the development of the individual and the individual Society that all people have the necessary knowledge, skills, attitudes and behaviors. Media and information literacy is a central part of it.

This is an important part of library work, given that it is the role of libraries to help all their users access and apply the information needed for personal and community development. This statement describes the need for action, defines „digital literacy,“ provides examples of how libraries contribute, and makes recommendations to governments and other stakeholders.
