Open Access has a profound effect on the role of academic libraries. Focus is shifted from being a gatekeeper for information created elsewhere towards being actively involved in supporting the creation and dissemination of scientific and scholarly information produced within the parent institution of the library. New competencies have to be strengthened, technical plattforms for publishing and archiving have to be developed, the streams of finance have to be redirected from paying for getting access to paying for providing access, i.a. OA journal publication fees and repositories. IFLA delegates and other interested. Priority is given to IFLA delegates in case of overbooking.
