Brazil introduces Background Paper on Library and Archive Issues

The Brazilian delegation at WIPO introduced a background paper written by IFLA, ICA, EIFL and INNOVARTE on the issues libraries and archives are facing. This paper offers a brief explanation of the Treaty proposal drafted by the four organisations. It explains the role of libraries and archives, the copyright problems they face, and how a new treaty could help libraries, archives and their users.
