2018 Chinese Library Annual Conference Held in Langfang
The 2018 Annual Conference for the Library Society of China and Chinese Library Exhibition was held in Langfang, Hebei province on 31 May and 1 June. The annual conference was organized by the Library Society of China and the People’s Government of Langfang Municipal under the guidance of the Ministry of Culture and Tourism, and sponsored by the National Library of China (NLC), the National Public Culture Development Center, China Ancient Books Preservation and Conservation Association and the Department of Culture in Hebei Province.
The theme of the event is “Library and Society: Sharing, Efficiency and Rule of Law”. Apart from the opening and closing ceremony, there were themed discussions, academic sessions, exhibitions, librarians’ evening, etc.
Distinguish guests included Xiang Zhaolun, Vice Minister of the Ministry of Culture and Tourism, Xu Jianpei, Vice Governor of the People’s Government of Hebei Province, Glòria Pérez-Salmerón, President of International Federation of Library Associations and Institutions (IFLA). There were also delegates and more than 3,000 library professionals and experts from libraries of all levels and types around the country who participated at the meeting by registering on the membership management and service platform of the Library Society of China.
Zhang Chunyan, Vice Mayor of People’s Government of Langfang Municipal, Wang Lixiang, Secretary of Party Committee of Department of Culture, Hebei Province, and IFLA president Glòria Pérez-Salmerón delivered speeches at the Opening Ceremony. Han Yongjin, President of Library Society of China and Director of the NLC, gave a speech and announced the opening of the annual conference. The ceremony was hosted by Chen Li, Vice President of Library Society of China and Executive Deputy Director of the NLC.
Han Yongjin noted in his speech that 2018 is an important year of in-depth study and implementation of the spirit of the 19th National Congress of the CPC and the 3rd plenary session of the 19th central committee, as well as the 40th anniversary of reform and opening up. He said that libraries as important part of the public culture service system, should play a vital role in the strategic deployment of “strengthening cultural confidence and promoting the prosperity of socialist culture”. Libraries at all levels and types around the country should take this as an opportunity to improve their service efficiency, meet people’s increasing needs in cultural life of the new era and demonstrate the value of library as the engine and booster of society.
The Chinese Library Exhibition was held at the same time. Nearly a hundred exhibitors participated, including public cultural institutions of all levels and varieties of companies of library resources, technology and software. Xiang Zhaolun and Xu Jianpei, accompanied by Han Yongjin, Chen Li and others, visited the exhibition areas of Chinese Ancient Books Preservation Plan, Library Cultural and Creative Products Development Alliance, NLC Legislative Reference Service Achievements and National Digital Library.
This year’s annual conference has four highlights:
First, it focused closely on the theme to demonstrate the value of library in social development. The annual conference hosted a series of theme forums and academic sessions, with 200 invited experts and scholars contributing keynote reports, giving speeches and sharing experiences on 24 key topics. The conference showed the development of librarianship in recent years and its future prospects.
Second, it followed industrial features to show the bright prospects of libraries and librarians. The Library Society of China organized and featured the “beautiful stories of Chinese libraries”. Altogether, 7 moving stories, 18 excellent service projects and 14 innovative cases were chosen and added to the exhibition list. At the opening sessions, Wang Xuesong, from Heilongjiang Provincial Library, Li Yonggang, from Hefei Metropolitan Library, and Ma Xuemei, from Sunan Yugur Autonomous County Library, shared service cases of their libraries and personal stories, which were well received among other librarians.
Third, it reflected the cultures benefiting the people and organized various supporting activities. The annual conference was not only a grand gathering of those from the library field, but it also highlighted cultural befitting projects that created a cultural feast for the people. During the conference, activities such as “librarians’ evening”, “the first book carnival in Beijing-Tianjin-Hebei Region and nationwide reading festival”, and “reading is around” were organized to enrich people’s cultural life.
Fourth, it followed the concept of opening up and stressing the importance of including both domestic and international involvement. This year’s conference invited the President and Secretary General of IFLA and 29 representatives from 13 countries and regions. The American Library Association (ALA) set up a booth at the exhibition and Chinese American Librarians Association (CALA) hosted a symposium. In addition, Yu Jianjun, co-founder and CEO of the Himalayan, and Guan Renshan, president of Writers’ Association of Hebei province, made excellent speeches at the opening and closing sessions.
