Promoting Copyright Reform in Latin America

IFLA and la Biblioteca del Congreso de la Nación in Argentina will hold a meeting to discuss copyright reform on October 28 and 29 in Buenos Aires. Motores para el Cambio: Primer Encuentro Iberoamericano Sobre Derecho de Autor y Tratado de Marrakech brings together representatives of national libraries in South America and Central America to discuss how copyright affects libraries and the priorities for copyright reform on a national and international level to benefit libraries and their users.

Banner Latin America MarrakeshOn July 27, 2013, the Marrakesh Treaty was adopted by the World Intellectual Property Organization, providing copyright exceptions and limitations to benefit the visually impaired. It will take effect after ratifications or accessions from twenty countries, with eleven achieved to date. In the Latin American and Caribbean region, it has been ratified by Argentina, El Salvador, Mexico, Paraguay, and Uruguay, and the process is underway in Brazil. The meeting will discuss the Marrakesh Treaty and libraries’ role in promoting the treaty in Latin American countries.

In addition, the meeting will discuss the need for national and international copyright reform to address the needs of libraries in a digital and international environment, reviewing the status of copyright exceptions and limitations for libraries in Latin American countries, and ways to achieve change to benefit libraries through country-based work and the World Intellectual Property Organization.

Speakers will include IFLA President-Elect Glória Pérez-Salmerón; Alejandro Lorenzo Cesar Santa, Biblioteca del Congreso de la Nación in Argentina; Ministro Eduardo José Michel, Ministerio de Relaciones Exteriores, Argentina; Fernando Galarraga, Delegado Unión Mundial de Ciegos; Pablo Lecuona, Tiflolibros; Manuel Alfonso Pérez Guíñez, Biblioteca del Congreso de Chile, Luis Villarroel, Innovarte; Alicia Ocaso, Asociación de Bibliotecólogos del Uruguay; Christina de Castell, IFLA; and representatives of national libraries and associations in Argentina: Horacio González, Graciela Perrone, Ana María Sanllorenti and Lucía Pelaya.
