The World Intellectual Property Organisaiton is currently negotiating a draft treaty on broadcasting. This would give greater rights to broadcasters to protect their signals, in response to concerns about piracy. 

However, without adequate exceptions and limitations, there is a risk that such rights could also limit what libraries can do with their audiovisual collections. Moreover, unless properly drafted, it could also lead to never-ending rights, lasting longer than those for authors or producers (for example), and even taking a share of their royalties. 

IFLA has therefore produced a brief explaining the proposed Treaty, the risks for libraries, and calling for examples to use in our engagement at WIPO.
